Will the Government consider removing the DCAA requirement for SB at time of award? We are a large, SB and have been unable to get DCAA out to audit us. Will the Government consider other types of accounting accreditations? ANSWER: The requirement for small businesses to have DCAA approved accounting system at the time of proposal will be determined based on the findings of the market research. 2. CMMC will add cost to small business cost proposals. Will pricing evaluations allow for added security cost? In LPTA mindsets we evaluate price in such a way that we hinder true ability to perform. ANSWER: Contractors are responsible for proposing fair, reasonable, realistic, and allowable costs. The Government plans to evaluate the ATSS proposals for best value. 3. Is WHS open to alternate teaming arrangements such as CTAs and SVs? ANSWER: Yes. 4. Will WHS be competing the TEAMS vehicle? ANSWER: Currently, WHS/AD has no plan to recompete the TEAMS vehicle. 5. What systems commands does DASD (I&IPM) interact most frequently? Will go/no go factors be applied by way of a two-step source selection process? ANSWER: Yes, the plan is to review beginning with the go/no go factors. If a firm does not meet a go factor, the proposal will not be evaluated further. 7. Will small business integration be measured at TO level or IDIQ level? ANSWER: Small business participation will be evaluated at the IDIQ level. 8. What are evaluation factors and their relative priority? ANSWER: WHS/AD is currently drafting the evaluation factors and their relative importance. 9. Will Existing ATSS TOs be recompeted? Is there a list of these TOs available? ANSWER: WHS/AD plans to recompete existing ATSS TOs depending on the need of the program office. WHS/AD will not be releasing a list of the TOs available. 10. Do you expect a small business to team with others in order to be able to fulfill every task area of the PWS? Or, do you intend to award to a business that can perform only a portion of the task areas? ANSWER: Small businesses, at their discretion, are able to team to get to a total solution.. 11. How do you anticipate the task orders being utilized by the program offices? For example, SIAC needs approximately 35 FTEs. Will that be 1 or multiple task orders? ANSWER: The number of FTEs required per task order depends on the task order performance work statement. 12. How many awards are anticipated? How many small business awards? ANSWER: The amount of anticipated awards has not been determined. 13. Do all potential subcontractors need to be added at the IDIQ level? Or can you later bring a subcontractor on at the task order level? ANSWER: A Small Business Participation Commitment Document (SBPCD) and a Subcontracting Plan is planned at the IDIQ level; however, additional subcontractors may be approved at the task order level. 14. Were new task orders expected to hire contractors already performing work; is a new TO a badge swap (% of turnover on legacy ATSS)? NOTE: These questions and answers are provided for information purposes only, and are not considered the final acquisition strategy or terms and conditions of a Request for Proposal.  ANSWER: Task orders are planned to be recompeted, as necessary, after their expiration. 15. Is it acceptable to have a prime SB set-aside contract and simultaneously be a subcontractor on the full and open vehicle? ANSWER: Yes, this would acceptable. 16. What are the known/anticipated organization conflicts of interest? Will they be for each technical task or the entire contract? Organizational conflicts of interest will be required to be mitigated for all tasks by the offerors both at the IDIQ level and the task order level. 17. What CMMC level are these contracts expected to operate at? ANSWER: CMMC level will be determined at the task order level. 18. What is on-ramp time after 14 June award? ANSWER: Besides requirements for the minimum guarantee, task orders will be competed and awarded as needed. 19. Can a SB still bid on full and open? ANSWER: Yes, for the award of the IDIQ, small businesses may compete in the unrestricted portion of the competition. 20. Are SB reserved tasks limited to financial, congressional and other menial tasks? ANSWER: Tasks set aside for small business will be determined by market research. 21. Will other NAICS such as 541330 or 541519 be considered?? ANSWER: Yes, these suggestions will be considered. 22. What if we have similar experience, but it is not in weapons systems, nuclear or intelligence type work? ANSWER: The request for proposal (RFP) will include evaluation criteria for awarding the IDIQ contract. 23. Will civilian agencies experience count for past performance? NOTE: These questions and answers are provided for information purposes only, and are not considered the final acquisition strategy or terms and conditions of a Request for Proposal.  ANSWER: DoD experience may be preferred. The RFP will include evaluation criteria for awarding the IDIQ contract. 24. What is the small business size standard to determine small business status? ANSWER: The size standard is based in the NAICS code and is usually stated in number of employees or average annual receipts, which represents the largest size that a business (including its subsidiaries and affiliates) may be to remain classified as a small business for SBA and federal contracting programs. 25. How much past performance are needed? What specific requirements are needed for qualified past performances? ANSWER: The RFP will include evaluation criteria for awarding the IDIQ contract. 26. Can subcontractors past performances be included? ANSWER: The request for proposal (RFP) will include evaluation criteria for awarding the IDIQ contract. 27. Will the Government publish the attendance list from the Industry Day? ANSWER: Contractors are able to include themselves as interested vendors on beta.SAM.gov 28. How likely is it that the current IDIQ will be extended for ordering past the 14 June 2020 final date (i.e. will the new IDIQ-R be in place in time)? ANSWER: The current IDIQ vehicle is not planned to be extended. WHS/AD plans to place the new IDIQ as close to 14 June 2020 as possible. 29. Are there fees associated with CMMC accreditation and if so, will the Gov subsidize these for businesses depending on their size? ANSWER: Please refer to https://www.acq.osd.mil/cmmc/index.html for CMMC updates and questions. 30. Target of award is 14 June 2020 but CMMC auditors not available until June – So CMMC cannot be required if it is not available? ANSWER: CMMC requirements are not planned as an IDIQ evaluation criteria at this time. 31. Does the ATSS effort combine the TEAMS IDIQ? NOTE: These questions and answers are provided for information purposes only, and are not considered the final acquisition strategy or terms and conditions of a Request for Proposal.  ANSWER: Although some task areas may be similar, the ATSS vehicle is not planned as a follow-on to TEAMS. 32. Do small business offerors have to bid to provide all services in PWS including expertise in all task 7 support areas? ANSWER: The RFP will include evaluation criteria for awarding the IDIQ contract. 33. The RFI referenced needing secure voice capability – please specify how a company can acquire that capability. ANSWER: Confirmation for secure voice capability, compatible with current DoD secure voice systems, may be confirmed with the security clearance required for individual task orders. 34. If a DCAA Approved accounting system is a go/no go, but not required until award, when and how will this requirement be evaluated? ANSWER: The DCAA Approved accounting system will be reviewed during source selection. The go/no go factors presented at industry day are still considered to be tentative. 35. The Government consistently asks for the best resources to meet future challenges. How can new qualified talent meet strategic goals with the challenge faced when it requires cleared personnel? Most of current cleared resources are usually (outdated in new technologies, stale and used to a role, or simply not skilled). How can the Government say provide the best but cannot have a better process to get them? ANSWER: Proposed personnel must meet the security requirements at the task order level to be able to perform the required tasks. 36. Will the Government considering making it mandatory to have a “TS” facility clearance as this would assist with the amount of proposals received?. ANSWER: This suggestion will be considered. 37. Given the extensive level of interest in this contract and the high degree of technical capability and quality required, it is recommend that a corporate quality management certification be a go/no requirement (e.g. CMMI Level 3 or ISO 9000).
