Summary
This **Appendix 3A/3A-1 aircraft-offer and fleet-validation form issued for USTRANSCOM/TCAQ** addresses carrier submissions of aircraft for Civil Reserve Air Fleet (CRAF) participation, including aircraft identification, performance validation, and recommended Stage I, II, or III assignments.
The package requires carriers to provide a cover letter identifying all notable differences from a previous offer and explaining fleet-specific circumstances, such as why otherwise CRAF-capable aircraft are unavailable, aircraft assigned to another country, aircraft lacking 3,500-nautical-mile/1,500-nautical-mile capability, requested placement of specific tails in a particular stage, or requests to move unselected long-range aircraft into the short-range category. If no special circumstances apply, the carrier must state that no instructions apply beyond the solicitation package.
Appendix 3A requires each offered aircraft to be listed against the carrier’s FAA Operations Specification D085, including:
- Aircraft model/series
- Cargo or passenger configuration
- Registration number
- Ownership or lease status
- WBE designation
- Long-range international (LRI)-only status
- Recommended Stage I, II, or III assignment
International carriers must offer aircraft representing at least 40 percent of the WBE of their CRAF-capable fleet, while domestic carriers must offer at least 15 percent of their CRAF-capable fleet.
Appendix 3A-1 validates these commitments by aircraft category and segment, requiring:
- Fleet totals
- CRAF-capable aircraft totals
- Aircraft offered
- Aircraft WBE value, where applicable
- Total available and offered WBE or aircraft counts
- Resulting percentage offered
The international validation is divided into Long Range and Short Range sections. LRI carriers may place additional aircraft in the Short Range International section after meeting the 40-percent LRI commitment, and SRI-only carriers must list their entire D085 fleet while identifying non-CRAF-capable aircraft as instructed.
Submission attachments must include:
- Appendix 3A
- Appendix 3A-1
- CRAF Aircraft Revalidation Data Sheet Form 81
- CRAF Basic Data Sheet Form 82, when applicable
- CRAF Performance Data Sheet Form 83, when applicable
- A computerized flight plan, when applicable
- FAA OpSpec D085
- OpSpec D086
New aircraft with different performance characteristics require a performance data package containing Forms 82 front and back, Form 83, and a computerized flight plan. Forms identified as unnecessary may be deleted.
The package also provides spreadsheet formulas for calculating totals and offer percentages and includes a provision allowing large-fleet carriers unable to comply with the 15-percent rule to disregard the calculated percentage total under the stated condition.
