Various DD-254s have been awarded for the V3

program (C5 OTA, RFIs, Solicitations, etc.)
DD-254s must be established to include the

authorized distribution of:

Controlled Unclassified Information (CUI),
Classified Information (SECRET)
Distribution controlled information (up to Distro D)

Strategy

VADR is designed for agile growththis requires a high

percent of government owned data rights

All development paid for by this contract is entitled to

unlimited rights by law

There is still the possibility that vendors could bid a

response with limited data rights
Data & software delivery priced separately & evaluated in

source selection (trade off factor)

If necessary data rights to establish an agile growth path are not
offered with a proposal, that will make the bid non-competitive

It is possible that some data could have limited rights. Vendors will
be asked in a proposal to describe how any limited right data could
be managed in a way that supports an agile growth path designed
to prevent vendor lock

Watch for a draft Fair Opportunity Proposal Request

(FOPR) anticipated approximate release date of 15 June Draft FOPR will reflect band priority update from HQ ACC
Current plan is 3 X band awards, 1 C band award
Could change wildly: X, C, UHF, VHF

Watch for official FOPR anticipated approximate release

date of 15 July 2022

45 day FOPR response time is planned
