Security Preface

• ARTS-V3 has been known to Industry for 4 years
• Various DD-254s have been awarded for the V3

program (C5 OTA, RFIs, Solicitations, etc.)
• DD-254s must be established to include the

authorized distribution of:
– Science Technology Information (STINFO)
– Controlled Unclassified Information (CUI),
– Classified Information (SECRET)
– Distribution controlled information (up to Distro D)

DoD and U.S. DoD contractors only

Security Preface

• This Industry Day is for the V3 Production

Representative Article (PRA) with anticipated award
via the EWAAC IDIQ contract vehicle

• This PRA effort does not have an official DD-254 for

authorization of releasing any controlled
information currently (work in progress)

• This means that this Industry Day is considered

completely UNCLASSIFIED, Open Source,
Distribution A (Approved for Public Release,
Distribution Unlimited) in its content, discussion,
collaboration, etc.

Acquisition Strategy (2 of 3)

•A closer look at Production
Representative Article (PRA) •4 EWAAC awards

•3 X band frequency
•1 C band frequency

Three vendors all the way through PRA development

Phase One

Phase Two

Phase Three
Two

•Production (FFP)
One

•Observe sub
scale test data
•Analyze models
•3-6 months post
award (CPFF or
CPIF)

•Full scale PRA (CPFF or CPIF)
•Modular trailer integration
•System Integration Testing
•Functional configuration audit
•Supply chain issues & funding
instability could drive delivery
into 2026

•Critical Design Review (CDR)
•Select backend PRA design
•Start C band array (pending requirement)

Acquisition Strategy (3 of 3)

A closer look at software

•Separate contract (delta ASP in FY23)
• Add objective threat radar profiles
• Develop radar control automation software

• Function as a plug in with existing LMOC

capability

• 3rd party application development
• Radar return processing algorithms

Agile Software PRA development

Phase One

Phase Two
One

•Threshold threat characteristic profiles
Two

•Review proposed software architecture
•Finish code for flexible radar operations
•Approx. 6 months

•Backend analysis & selection
•Prove interoperability capability
•Prove 3rd party operability for software
developmental kit & arrays

Distribution A

I n t e g r i t y - S e r v i c e - E x c e l l e n c e

• Modular Open Systems Approach (MOSA) is being used
to promote the ability to swap radar front ends & back
• Allows one back end to be used with other front ends in

different frequency bands & optimized for other
capabilities

• Mitigates vendor lock
• Utilizes industry standards

Contracting Strategy (1 of 3)

• Contract parameters overview

– Market research reflects an expectation of multiple responsible

businesses submitting proposals

– EWAAC IDIQ allows orders with options

• Options structured to represent phases; exercised based on
successful completion of previous phase, discretion of the
Government, & funding availability

– EWAAC potentially faster to award than establishing a new IDIQ

using FAR 16.5 procedures

– Contract structure

– EWAAC IDIQ will be used to compete requirement
– Award up to four orders with options

• Contract type

– CPFF/CPIF for phases 1 & 2, FFP for phase 3

Distribution A

Contracting Strategy (2 of 3)

• Three Phased Acquisition (est. up to 4 orders)

– Initial Award Evaluation Factors

• Technical Approach
• Rights in Technical Data
• Past Performance
• Cost/Price
• Small Business Participation

– Phase 1: Sub Scale Test Data, Analyzing Models

• Notional Basic CLIN(s): 000X, CPFF/CPIF
• Non-Severable: Design review info package (CDRLs)
• Est. POP: 6 Months
• Gate 1: Evaluation selection to award option 1–phase 2

– Critical Design Review (CDR)
– Select Back-End PRA Design

Distribution A

I n t e g r i t y - S e r v i c e - E x c e l l e n c e

Contracting Strategy (3 of 3)

• Three Phased Acquisition (continued)

– Phase 2: Full-scale PRA, modular trailer integration, system

integration testing, functional configuration audit

• Notional option one CLIN: 100X, CPFF/CPIF; Est. POP: 30 months
• Non-severable: 4 PRAs (Band priority in discussion at HQ ACC)
• Phase 2 may have an off-ramp/intermediate evaluation
• Gate 2: Evaluation selection to award option 2–phase 3
– Physical Configuration Audit (PCA), Digital twin
– Down-select to one production design

– Phase 3: Production

• Notional option CLIN(s): X00X, FFP; Est. POP: 36 months
• Non-severable: Delivery of systems
• Anticipating multiple quantity options CLINs

Intellectual Property
Strategy

• VADR is designed for agile growth—this requires a high

percent of government owned data rights

• All development paid for by this contract is entitled to

unlimited rights by law

• There is still the possibility that vendors could bid a

response with limited data rights
• Data & software delivery priced separately & evaluated in

source selection (trade off factor)

If necessary data rights to establish an agile growth path are not
offered with a proposal, that will make the bid non-competitive

It is possible that some data could have limited rights. Vendors will
be asked in a proposal to describe how any limited right data could
be managed in a way that supports an agile growth path designed
to prevent vendor lock

What is Next: Acquisition

• Watch for a draft Fair Opportunity Proposal Request

(FOPR) anticipated approximate release date of 15 June – Draft FOPR will reflect band priority update from HQ ACC
– Current plan is 3 X band awards, 1 C band award
– Could change wildly: X, C, UHF, VHF

• Watch for official FOPR anticipated approximate release

date of 15 July 2022

• 45 day FOPR response time is planned

What is Next: Industry Day

• Program office team will linger in the conference center
– No formal structure, just an opportunity to process the updated

information & mingle

– Vendors are welcome to mingle or depart the base

• US government contractors are welcome to sign up for

an LMOC tour
– Company must be vetted as having a current DD FM 441
– Please talk wit…
