There is still the possibility that vendors could bid a
response with limited data rights
Data & software delivery priced separately & evaluated in
source selection (trade off factor)
If necessary data rights to establish an agile growth path are not
offered with a proposal, that will make the bid non-competitive
It is possible that some data could have limited rights. Vendors will
be asked in a proposal to describe how any limited right data could
be managed in a way that supports an agile growth path designed
to prevent vendor lock
