Summary
This **Amendment 1 Combined Synopsis/Solicitation Request for Quote (RFQ)** issued by the **U.S. Department of the Interior, Bureau of Reclamation** seeks a firm-fixed-price contractor to furnish, install, integrate, test, commission, and provide training for an automated vehicular security entrance at the Pleasant Grove Office (PGMB) in Pleasant Grove, Utah, while also retrofitting two existing automated gates with AHJ-approved emergency responder access devices.
Solicitation **140RR027R0010** is issued under FAR 12.603 as a commercial procurement, uses NAICS **238990** with a $19 million small-business size standard, and has a **90-calendar-day period of performance after award**. The amendment specifically references revisions concerning the site visit and questions.
The required solution must fully secure and close the approximately **40-foot-wide existing entrance**, anticipated to include an automated gate serving approximately **25 feet** and approximately **15 feet of chain-link infill**, subject to field verification and the contractor’s final design.
The contractor must remove and lawfully dispose of existing gate leaves and hardware, match the existing chain-link fence’s height, appearance, alignment, and finish, protect features remaining in place, provide temporary security during construction, and minimize disruption to PGMB operations.
The new gate must integrate with the existing **Lenel-based card/badge access-control system** for entry and the existing vehicle exit loop/coil sensor for automatic egress, using the Government’s existing access-control components without replacing them.
The contractor must furnish all gate assemblies, operators, controls, interface hardware, wiring, conduit, electrical connections, safety equipment, emergency-access devices, finishes, tools, and testing equipment.
The new gate and the two existing automated gates must provide AHJ-approved emergency opening capability through key switches or equivalent devices integrated directly into each gate operator control circuit, without defeating UL 325 safety or entrapment-protection functions.
The system must comply with applicable **UL 325 (2025), ASCE 7-22 wind and snow provisions, ASTM F2200-24, IBC 2024, IFC 2021, and NFPA 70 (2026)** requirements; accommodate local wind and snow conditions; include manual release and safe behavior during power loss and restoration; and receive required permits, inspections, Fire Code Official/AHJ approvals, and commissioning documentation.
Final acceptance requires demonstrated operation of:
- Credentialed entry
- Loop-activated egress
- Safety devices
- Manual release
- Power-loss response
- Gate alignment and closure
- Emergency access at all three gates
Deliverables include O&M manuals, training for PGMB personnel, as-built wiring and interface diagrams, gate settings, warranties, test results, permit and inspection records, and at least a one-year warranty or the longer standard manufacturer warranty.
Quotes will be evaluated on technical capability, delivery schedule, and price/reasonableness, with award to the responsible offeror whose conforming quote provides the most advantageous value.
