Summary
This is Amendment No. 03 to the Invitation for Bid (IFB) for the FY26 Repair and Replacement of Aids to Navigation (ATON) at the U.S. Coast Guard Base Tongue Point/Columbia River in Astoria, Oregon.
The amendment, effective July 29, 2026, modifies the original solicitation by revising the language in Section 01 10 00 regarding Government Furnished Material (GFM). Specifically, it establishes that certain materials previously provided by the government will now be classified as Contractor Furnished Material (CFM), shifting the responsibility for procurement, handling, and delivery of these materials to the contractor. This includes ATON platforms and headers, ladders and ladder extensions, and lantern stands.
Additionally, this amendment addresses questions submitted through Requests for Information (RFIs) numbered 2-13. It clarifies that all former GFM will now be contractor furnished and provides updated material quantities necessary for bidding purposes.
The amendment includes two attachments: an updated GFM list and a list of nine CFM drawings to support the RFIs. Contractors are instructed to download all three documents associated with Amendment 03 to ensure compliance with the revised specifications. All other terms and conditions of the original solicitation remain unchanged.
