Subfactor 2: Life Cycle Logistics Support
Subfactor 3: Technical Training
Subfactor 4: Facility Operations and Property Management
Factor 2: Past Performance
Factor 3: Cost/Price
Factor 4: Small Business Participation
The Technical/Management factor is more important than the Past Performance factor, and
significantly more important than either the Cost/Price factor or the Small Business
Participation factor. The Past Performance factor is more important than either the
Cost/Price factor or the Small Business Participation factor. The Cost/Price factor is more
important than the Small Business Participation factor. Combined, Technical/Management,
Past Performance, and Small Business Participation factors are significantly more important
than the Cost/Price factor.
To receive consideration for award, a rating of no less than Acceptable must be achieved
for the Technical/Management Factor (to include all subfactors) and the Small Business
Participation factor, with a Past Performance rating no less than Neutral Confidence. A rating
of Unacceptable or Marginal in any single non-price factor will render the proposal
unacceptable and ineligible for award.
The Government reserves the right to award without discussions, but may open discussions
with offerors if doing so is in the Governments best interest.
Award will be made to the Offeror whose proposal represents the best overall value to the
Government.
