Summary
This Broad Agency Announcement (BAA), issued by the U.S. Army Contracting Command–Aberdeen Proving Ground, Research Triangle Park Division, for the U.S. Army Futures Command’s Army Applications Laboratory (AAL), solicits disruptive basic and applied research applications under Research Opportunity Number W911NF-24-S-0008 from April 5, 2024, through April 4, 2029.
The BAA supports AAL’s discovery, acceleration, and translation of innovative technologies capable of producing substantial improvements in Army capabilities, including dual-use technologies and technology demonstrators addressing Army modernization priorities and future-force requirements.
AAL may award procurement contracts, grants, cooperative agreements, Other Transactions for Research, or Other Transactions for Prototypes, with no specific funding amount reserved and no required cost share or matching contribution.
Eligible applicants include:
- Institutions of higher education
- Nonprofit organizations
- State and local governments
- Foreign organizations and public entities
- For-profit organizations of all sizes
The announcement uses both continuously open “Ongoing Topics” and separately posted “Special Topics.” Applicants may submit whitepapers and proposals at any time during the validity period, while special topics may impose distinct deadlines and submission instructions.
AAL may provide whitepaper feedback within 30 days when requested. Proposals may include studies, modeling and simulation, methodologies, feasibility analyses, experiments, technology demonstrators, and prototypes, but must concern basic or applied research rather than procurement or development of a specific system or hardware item.
The technical areas of interest include:
- Autonomous ground and air platforms
- Artificial intelligence and machine learning
- Data visualization and synthetic environments
- Assured positioning, navigation, and timing in GPS-degraded or denied environments
- Power generation, storage, transmission, and management
- Sensing and processing for obscured or signature-based targets
- Secure and resilient communications and networks
- High-throughput, power-efficient, and edge computation
- Space-based sensing and low-cost access to space
- Internet of Things integration and automated resource management
- Quantum computing, sensing, communications, and networking
- RF, optical, thermal, acoustic, magnetic, and other signature reduction
- Protection against CBRNE, cyber, missile, overhead-surveillance, and unmanned-aircraft threats
- Human performance and human-machine interaction
- Contested logistics, including predictive analytics, autonomous systems, and reduced logistics burdens
Proposals are evaluated for technical merit, innovation, relevance, and applicant qualifications. Selected technologies may be considered for Army experimentation events such as Project Convergence, Edge, or Army Warfighting Experiment.
