Exploration Extravehicular Production and Services Contract (xEVAPS)
Industry Day Questions and Answers.

Question 1 - Will NASA consider setting aside CLIN 4 as a small business set-aside?

Response 1 - The Government is currently in the acquisition planning stage. NASA will review
Industry responses as it relates to CLIN 4 and take those responses into consideration for any
potential set-aside.

Question 2 - Who determines or allocates accesses to the CDE areas and to designs produced
under this contract?

Response 2 - The Government is currently in the acquisition planning stage. NASA values open
access of all xEVAPS partners to xEVA System data and expects limitations on access to data
only where necessary. NASA will review Industry responses as it relates to the Collaborative
Data Environment (CDE) and take those responses into consideration for the requirements of the
Draft Request for Proposals (DRFP) and Request for Proposals (RFP).

Question 3 - How will the integrating contractor manage CLINs 2, 3 and 4 and their respective
contractors since their product services are essential to the execution of the integration function?

Response 3 - The Government is currently in the acquisition planning stage. However, it is
contemplated that the CLIN 1 contractor will not be responsible for management of the CLIN 2,3
and 4 contractors, rather serve to integrate products, services and hardware across the entire
Exploration Extravehicular Activity (xEVA) system. NASA is seeking input from Industry and
will review all responses as it relates to the draft statement of work and take those responses into
consideration for further development of the requirements for the DRFP and RFP.

Question 4 - Will you release an actual RFI If so, when?

Response 4 - A Request for Information (RFI) with regards to the Draft Statement of Work and
Organizational Conflicts of Interest was released May 6th on the beta.sam.gov website.

Question 5 - On the CDE, who determines the data formats (APIs)? Will the CLIN IV contractor
be responsible for providing CDE access applications where users enter what data is required and
the application returns the data?

Response 5 - The Government is currently in the acquisition planning stage. The Government is
seeking feedback from Industry on how Industry would approach developing and implementing
the Collaborative Data Environment (CDE). NASA will review Industry responses as it relates to

implementation of the CDE and take those responses into consideration for further development
of the requirements of the Statement of Work (SOW) and any associated J-Attachments.

Question 6 - Will Industry Day be recorded and posted for playback?

Response 6 No, Industry Day was not recorded. However, the Industry Day charts are posted
on the beta.sam.gov and https://procurement.jsc.nasa.gov/xevaps/ websites.

Question 7 - Who owns the technical baseline -- chairs the engineering review board (ERB), has
final MRB sign off, FRBs, etc.?

Response 7 - The Government is currently in the acquisition planning stage. However, it is
contemplated that NASA will own the technical baseline design. It is also contemplated that the
xEVAPS contract will allow companies to use the technical baseline as a starting point to come
to NASA or other companies with different designs that can be purchased for use.

Question 8 - Who has the prime role in this contract the CLIN 1 integrator or the government?

Response 8 - The Government is currently in the acquisition planning stage. However, under the
contemplated contract structure the successful offeror of each CLIN will have the prime role and
be responsible for performing the requirements within the applicable contract statement of work.

Question 9 - Who has accountability for the final products Who signs off on the Final Readiness
Review (FRR) for the delivered products?

Response 9 - The Government is currently in the acquisition planning stage. However, under the
contemplated contract structure each successful offeror will be accountable for the final product
within each applicable contract statement of work and any associated task/delivery orders.

Question 10 - When do you want RFI style responses?

Response 10 - Per the RFI synopsis, responses were due no later than May 22, 2020 1:00PM
Central Time.

Question 11 - Is there an expectation that CLIN-4 will utilize existing EVA information systems
(specifically DataLens)?

Response 11 - The Government is currently in the acquisition planning stage. However, it is
anticipated that the CDE will utilize existing EVA information systems. NASA is seeking input

from Industry and will review all responses as it relates to the CDE and take those responses into
consideration for the requirements of the DRFP and RFP.

Question 12 - Why not include the scope of CLIN 4 within CLIN 1? This will enable a true
integrated performance management approach and simplifies the lines of communication
between the govt and suppliers.

Response 12 - The Government is currently in the acquisition planning stage. Under the
contemplated contract structure the Government is looking to leverage commercially available
specialized expertise with regards to the CLIN 4 SOW. NASA is seeking input from Industry as
it relates to the structure of the contract and the draft statement of work and plans to take those
responses into consideration in the development of the xEVAPS requirements.

Question 13 - Will vendors without experience in EVA be able to review the existing Suit and
PLSS design to develop bid for CLIN II&III?

Response 13 - Yes, information regarding the Extravehicular Mobility Unit (xEMU) Suit and
Exploration Portable Life Support Subsystem (xPLSS) will be provided on the beta.sam.gov
website before or upon the release of the DRFP.

Question 14 - Does the government foresee any OCI concerns with respect to a CLIN 1
contractor proposing and performing CLIN 2 and 3 scope?

Response 14 - The Government is currently in the acquisition planning stage. NASA will review
Industry responses as it relates to OCI concerns and take those responses into consideration for
the requirements of the Request for Proposals (RFP).

Question 15 - How will all component suppliers that are awarded CLIN II contracts be able to
get access to the suit design?

Response 15 - The Government is currently in the acquisition planning stage. However, under
the contemplated contract structure all vendors under the xEVAPS contract will have access to
the suit design through the CDE.

Question 16 - How will the integrating contractor manage CLINS 2, 3 and 4 performance, since
their contracts are with NASA?

Question 17 - Per the draft SOW, the government will select the CLIN 1, 2, 3 and 4 contractors.
Can you explain how the government will manage, oversee and coordinate the efforts between
CLINs 1, 2 and 3 and 4?

Question 17 - The Government is currently in the acquisition planning stage. The Governments
role as it relates to management and oversight of the xEVAPS contract will be included in the
Draft Request for Proposals (DRFP) and Request for Proposals (RFP).

Question 18 - Is there IP owned by potential suppliers baked into the xEMU PGS or xPLSS
designs? How will those components be competed?

Response 18 The Government is currently in the acquisition planning stage. NASA is seeking
input from Industry and will review all responses as it relates to the procurement of IP
components and take those responses into consideration for the requirements of the DRFP and
RFP.

Question 19 - How many users are you anticipating for CLIN-4 / the Collaborative Data
Environment (CDE)?

Response 19 - The Government is currently in the acquisition planning stage. Technical
requirements will be provided in the DRFP and RFP. Current rough estimates are up to 2000
users.

Question 20 - Can you provide overview of the xEVA System Drawings and Design Media
standards? Is there a preferred CAD file delivery format?

Response 20 - The Government is currently in the acquisition planning stage. The Government
is seeking feedback from Industry on how Industry would approach developing and
implementing the Collaborative Data Environment (CDE). NASA will review Industry responses
as it relates to implementation of the CDE and take those responses into consideration for further
development of the technical requirements (i.e. xEVA System Drawings, Design Media
standards and CAD file delivery format) of the Statement of Work (SOW) and any associated J-
Attachments.

Question 21 - Is it expected that the CDE would serve as the Work in Progress (WIP) repository
for all CAD files, baselines and lifecycle management?

Question 22 - From a manufacturing standpoint, will xEVA be models-based? meaning the
3D model is the master for CNC manufacturing vs a 2D drawing.

Question 23 - Is the CDE anticipated to be a cloud hosted system or on-premise?

Response 23 - The Government is currently in the acquisition planning stage. The Statement of
Work does not specify a proposed solution for the CDE. NASA is seeking feedback from
Industry on how Industry would approach developing and implementing the CDE.

Question 24 - If Cloud, what are the certification / security requirements (FedRamp, IL5, etc)?

Response 24 - The Government is currently in the acquisition planning stage. The Statement of
Work does not specify a proposed solution for the CDE. The Government is seeking feedback
from Industry on how Industry would approach developing and implementing the CDE.
Certification and Security requirements are found in Section 3.2 INFORMATION
ASSURANCE of the Statement of Work.
