Summary
This **Amendment 0011 to the Federal Aviation Administration’s Request for Proposals (RFP) 697DCK-25-R-00302** revises the Strategic Sourcing for the Acquisition of Various Equipment and Supplies (SAVES) solicitation by removing F5 and Tanium from Tier 1A and adding them to Tier 2A for the Small Business Pool only. The corrective action changes Section L.11.2.1 and Attachments 2A and 3A; all other FAA-provided pricing information in Attachment 2A remains unchanged, although offerors may revise pricing to conform to the amended solicitation. The amendment does not change requirements or permit revised submissions from Unrestricted Pool offerors because their proposal deadline has passed.

All Small Business Pool offerors—including companies that previously submitted proposals and new offerors—must submit a complete proposal package under the revised requirements, including properly completed past-performance questionnaires; prior submissions will not be incorporated, and failure to submit the entire package may result in a nonresponsive proposal. Complete proposals must be received by **August 28, 2026, at 5:00 p.m. Eastern Time** and emailed simultaneously to **Dawn Bloome, Kristin Frantz, and Shannon Kincaid Toncray**.

Offerors are specifically directed to use the corrected PDF version of Attachment 5, Past Performance Questionnaire, posted on SAM.gov on July 28, 2026, after technical issues identified following Amendment 10 were resolved.

The underlying SAVES requirement is a government-wide, FAA-administered, multiple-award IDIQ contract for commercial-off-the-shelf hardware, software, network infrastructure, computing devices, peripherals, audiovisual equipment, cloud services, and related product-based lifecycle services, including asset recovery, disposition, warehousing, deployment, and maintenance. The FAA anticipates awarding up to nine firm-fixed-price contracts with a cumulative ceiling of **$4.1 billion**, a minimum ordering obligation of **$1,000 per contract holder**, and a basic term of up to **10 years** consisting of a five-year base period and one five-year option period.

Offerors must provide minimum discounts for every OEM in Attachment 6, maintain those discounts for the contract’s full term, and ensure delivery-order pricing does not exceed the lowest applicable price available through another government vehicle or the contractor’s commercial catalog.
