Summary
This **Shipping/Delivery Instructions document issued by U.S. Army Cadet Command (USACC), Fort Knox, Kentucky** establishes mandatory packaging, shipment, delivery, notification, and DD Form 250 documentation requirements for all contract line-item number (CLIN) equipment delivered to Government-designated JROTC locations.
Each shipment must be consolidated by designated location with no partial shipments, one tracking number per location, and sufficient delivery services to ensure equipment is offloaded without requiring Government personnel to provide or operate forklifts or pallet jacks. Packing slips must accompany every box and identify the contract number, delivery address, item nomenclature, model numbers, and serial numbers.
Deliveries must be signed for by JROTC receiving personnel, occur Monday through Friday between 7:30 a.m. and 3:00 p.m. local time, and must not be scheduled on weekends, Federal holidays, or the following blackout periods:
- July 1–September 7, 2026
- November 20–30, 2026
- December 15, 2026–January 10, 2027
Before each initial shipment, the contractor must email the school receiving point of contact and designated USACC contacts with shipment details and tracking information, maintain separate tracking numbers for each location, and provide biweekly email status reports for undelivered shipments.
Delivery receipts must state the delivery date, time, and full name of the JROTC employee accepting the shipment. The contractor must notify the USACC point of contact within two business days if equipment is returned because of delivery failure.
The Government will not pay storage charges or assume responsibility for items lost or misplaced during delivery. Attempted deliveries outside approved dates or during blackout periods will not be chargeable.
A completed DD Form 250 is required for every Government-designated location identified in the distribution spreadsheet, regardless of the physical delivery address, and must list every CLIN, quantity, unit of measure, individual item price, total CLIN price, make, model, and serial number.
A paper copy must be included with the packing slip in each shipment, and an identical PDF must accompany the shipment notification email to the applicable Brigade and receiving-location POCs. The form must include:
- Contract and order numbers
- Shipment number and shipment date
- Transportation Control Number (TCN)
- Net 30 discount terms
- Invoice information
- Page numbering
- Contractor details
- Complete shipping address
- JROTC addressee
- Sequential item numbers
Receiving personnel must complete Blocks 21(b) and 22.
Fifteen days before shipments begin, the contractor must submit a sample DD Form 250 to the listed USACC G4 Acquisition, PBO, and 4th Brigade representatives for review and contract-compliance approval.
