Three-Dimensional Expeditionary Long-Range Radar (3DELRR) Industry Day Notice Notice ID: 3DELRR_01 This notice informs prime radar contractors that the 3DELRR Program Office will be conducting an unclassified Industry Day event on 04 February 2020 at Hanscom Conference Center, Hanscom AFB, MA. The intent of the event is to announce 3DELRRs new acquisition strategy and discuss the Governments plan to hold a production ready radar system demonstration, hereinafter termed the SpeedDealer Phase. 3DELRR will be the long-range ground-based sensor for detecting, identifying, tracking, and reporting aerial targets for the Joint Force Air Component Commander (JFACC) through the Theater Air Control System replacing the aging USAF AN/TPS-75 radar system. 1. This Industry Day is targeting prime radar contractors able to demonstrate production ready radar systems within the next nine months. The Government intends to release a solicitation shortly after the Industry Day requesting proposals to conduct the demonstration. 2. The 3DELRR Security Classification Guide (SCG) and excerpts from the 3DELRR Capability Development Document (CDD) are available upon request. The CDD excerpts describe the desired capabilities of the production ready radar system. Both documents are export controlled and require that a current DD Form 2345 be on file with the Defense Technical Information Center (DTIC), or other authorization. Export controlled data will only be released to the individual identified on the DD Form 2345. 3. The SpeedDealer Phase Industry Day is not a mandatory event. Those interested in attending must RSVP no later than (NLT) 14 January 2020, via email, with your company name, and a list of all attendees including full name, e-mail address and phone number for each person. This contact information will be used to coordinate clearance information with venue security representatives in advance of attendance. The Government reserves the right to limit attendance due to venue restrictions. 4. Radar contractors that can meet the 3DELRR requirements may submit a request for a classified one-on-one meeting with the Government to be held on 05 07 February 2020. Requests for one-on-one discussions should be submitted NLT 14 January 2020. The Air Force will provide a date/time for the one-on-one discussions to each invited attendee NLT 17 January 2020. 5. To facilitate a successful production ready system demonstration, the Government requests prime radar contractors provide the following information, classified in accordance with the 3DELRR SCG and as soon as possible in advance of Industry Day: a. Hazards of Electromagnetic Radiation to Personnel (HERP), Hazards of Electromagnetic Radiation to Ordnance (HERO), and Hazards of Electromagnetic Radiation to Fuel (HERF) distances, with the methodology and input parameters used to calculate the distances. b. List of any hazardous materials and associated environmental impacts. 6. The Government reserves the right to provide guidance or feedback on questions or comments but is not obligated to respond to all comments/questions or concerns submitted as part of the Industry Day. Any Government guidance or feedback will be available to all attendees but will not identify the submitter(s) of the original comments / questions. 7. Additional information including time, directions, access procedures and agenda will be provided to interested parties prior to the event. 8. This announcement is not a solicitation; it is for information purposes only. This announcement does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government will not reimburse any costs associated with attending the Industry Day or providing any information associated with this announcement.
