This Presolicitation Notice is being posted in advance of Solicitation No. M67854-21-R-2090 for the Multi Channel Hand Held (MCHH) radio. The forthcoming solicitation will be issued as a full and open competition. Information contained in this notice is subject to change. No proposals are being requested at this time.

The Marine Corps System Command (MARCORSYSCOM) requires an MCHH along with MCHH Vehicle Installation Kits (VIKs) and other accessories which include mission modules, backpacks, mission-specific antennas, antenna masts, headsets, speaker boxes, remoting kits, base station kits, battery chargers, and power adapters.

The Government anticipates awarding a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to one offeror. The ID/IQ contract will cover a 10-year period of performance consisting of ten 1-year ordering periods. Evaluation factors are as follows:

Questions to Industry

The Government may provide additional attachments to the solicitation no later than date of solicitation release. Interested offerors are advised that attachments included in this announcement, are in DRAFT form and are subject to change. The final versions of the will be released with the solicitation.

Solicitation Number M67854-21-R-2090 is anticipated to be issued in August 2021 and will be posted on the Federal Business Opportunities website located at the following address: https://sam.gov/content/home. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a proposal. Proposals will be due no later than 30 days after solicitation issuance. Those responding to the solicitation have the responsibility to obtain all amendments and other applicable documents. Offerors shall submit ALL questions in writing to Zach Seay at zachary.d.seay@usmc.mil with a copy to Katy Hurd at kathryn.hurd@usmc.mil. No phone calls will be accepted. In order to be eligible for award, interested parties much be registered in the System for Award Management (SAM), https://sam.gov/content/home.

The Government requests those interested parties answer the Questions to Industry in Attachment 9 and submit responses to Zach Seay at zachary.d.seay@usmc.mil with a copy to Katy Hurd at kathryn.hurd@usmc.mil no later than 1400 Eastern Standard Time on 2 July 2021.

Industry Day Announcement

Portfolio Manager Command Element Systems (PfM CES), Program Manager Communication Systems (PM CS), Ground Radios team will host an Industry Day for the upcoming Multi Channel Hand Held solicitation M67854-21-R-2090 at Alexandria Insights on 24 June 2021. The Industry Day will likely include opening comments and introductions from the MCHH team as well as one-on-one break-out sessions between the Government and Industry.

Opening comments and introductions begin at 0830 and the 45-minute time slots begin at 1015 and end at 1645. One hour is allotted for lunch from 1200-1300. Vendors should restrict their presentations to 30 minutes. Due to the limited conference facility capacity, the number of companies is limited to four and the number of attendees is limited to four persons per company.

Notice of Intent to participate (RSVP) in the MCHH Industry Day one-on-one sessions is due by 18 June 2021. RSVP must include:

Company name;

Company address of firms;

Company point of contact; and

Name, title, citizenship, telephone, and e-mail address of each person that will be attending the Industry Day.

Vendors without a submitted RSVP will not receive access to the Industry Day. Submit requests for individual vendor time slots to zachary.d.seay@usmc.mil and copy kathryn.hurd@usmc.mil. All RSVPs must be via email.

The Government may use non-Government support contractor personnel from Alexandria Insights to assist in collecting and reviewing market information. Proprietary information submitted in response to this notice will be protected from unauthorized disclosure as required by Subsection 27 of the Federal Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act") as implemented in the FAR. This company is bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the meaning of the Act, and will take all necessary action to preclude unauthorized use or disclosure of Contractor's proprietary data.
