UH-60V Black Hawk Overview

A need exists to convert existing UH-60 BLACK HAWK helicopters
to meet evolving interoperability and survivability requirements
extending beyond 2035. The UH-60M currently meets these
requirements. However, the existing UH-60Ls expected to remain
in the fleet do not fully meet these requirements.

The UH-60V BLACK HAWK is designed to update the existing

UH-60L analog architecture to a digital infrastructure enabling
the upgraded aircraft to have a similar Pilot-Vehicle Interface
(PVI) to the UH-60M.

The UH-60V program will modernize and increase

interoperability by installing a digital cockpit, data bussing and
upgrading the communication/identification suite, improving
navigation guidance with a civil Global Positioning System
(GPS), and integrating Aircraft Survivability Equipment (ASE),
digital moving map, and Joint Variable Message Format (JVMF)
messaging.

The open system architecture/FACE-aligned cockpit
design provides digital multifunctional displays, allows
for rapid future integration, and enhances situational
awareness for aviation Soldiers.

UH-60V Production Approach

Corpus Christi Army Depot to depopulate 60L model aircraft and

manufacture 60V model using A-kits and B-kit items

Two A-kits procured via separate Army Contracting Command

Electrical A-kit, a package of harness subassemblies which will provide electrical

connectivity between LRUs and the aircraft

Mechanical A-kit, a package of electro-mechanical assemblies such as control panels
and circuit breaker panels, and mechanical components which are required to mount
the LRUs in the aircraft

B-kit items such as MFDs, CDUs, and TRMCs will be drawn from the

Solicitation Basics

Technical Data can only be distributed to contractors who have a current

DD 2345, Militarily Critical Technical Data Agreement on file with the
Defense Logistics Information Service (DLIS).

Build-to-print. Technical drawings will be provided as Government

Furnished Information.

Contractors are to manufacture and deliver A-Kits. The scope of work

does not include any installation of A-Kits on the aircraft.

Procurement Integrated Enterprise Environment

Proposals will be submitted through the Procurement Integrated

Enterprise Environment (PIEE).

There are two vendor roles (Proposal Manager, Proposal View Only) for
the PIEE Solicitation Module. The Proposal Manager role is required to
submit an offer to a solicitation posted in the PIEE Solicitation Module.
Uploads are restricted to 1.9 gigabytes (GB). No limit on total number of

uploads.

The system provides a notification at the top of the screen upon

submission. Offerors are encouraged to print that page and maintain the
record. Offerors are responsible for verifying proposals are received
before the proposal submission due date and time.

Past Performance Factor

Summary of relevant past performance limited to Five (5) Government
and/or Commercial contracts for Prime and One (1) contract for each
major subcontractor.

A major subcontractor is defined as a member of an Offerors overall team
who is expected to perform 20 percent or more of the proposed effort; a
critical subcontractor is one who will perform ion vapor deposition or heat
treatment processes, or a supplier of a printed circuit board or circuit card
assembly.

The USG plans on using ASSIST, Acquisition Source Selection

Interactive Support Tool to support evaluation and source selection
processes.

Offerors need to provide contact information for two (2) individuals
responsible for receiving and responding to Government Evaluation
Notices.

This tool does not interface with PIEE and any roles in PIEE are not

related to ASSIST.
