Support is required to provide a broad range of Risk Management Services to support the USTRANSCOM, AMC,
and SDDC missions. Information Technology (IT) technical skills will be required to support the USTRANSCOM C4
environment, which interface with numerous on-site and remote commercial, DoD, service, common-user
networks, and in the DoD approved cloud (i.e., Secret Internet Protocol Router Network [SIPRNet], Non-secure
Internet Protocol Router Network [NIPRNet], DoD approved cloud environments and the Scott AFB Local Area
Network [LAN], Wide Area Network [WAN], Metropolitan Area Network [MAN], or the DoD Information
Networks [DODIN]).
The Cyberspace Operational Forces (COF) contract requirement is to provide Cyberspace Operational Forces for
USTRANSCOM component and support locations. This will be Security Operations Management/Cybersecurity
Service Provider (CSSP) services for on premises and in cloud environments. The major associated activities that
the contractor shall perform include cybersecurity boundary defense; infrastructure support; intrusion detection
monitoring and incident management; cyber threat analysis; security solution administration; insider threat
detection and analysis; cybersecurity forensic analysis; data scientist for zerotrust, policy analytics, Splunk, and
continuous improvement and optimization. This contract will also cover support for USTRANSCOM's Cyberspace
Operations to include support to Cyberspace Protection Team (CPT) operations, cyber operations planning, joint
training and readiness management, spectrum management, Satellite Communications (SATCOM) mission
planning, Military Strategic and Tactical Relay System (MILSTAR) operations, senior leader airborne
communications support, and tactical communications projects. The contract will require 24/7 on-site support
for some COF activities.
