Ground Rules

• Please ensure you have signed-in
• Please submit all questions to

EWSE_WG@DISA.MIL by 1600 EDT on 2
November and identify yourself by name and
corporate affiliation

• Speak slowly and clearly so the note-taker and
participants can follow the meeting effectively

A Combat Support Agency

What has Changed?

• Engineering Realignment
• DISA GIG Convergence Master Plan (DGCMP)
• Base Realignment and Closure (BRAC)
• DISA Campaign Plan 2011 – 2012
• DISA IT Enterprise Service Management

Framework (DESMF)

A Combat Support Agency

Our Goal

• Our philosophy for a productive meeting is a

robust dialogue with no single attendee or group
dominating the discussion.

• We solicit your inputs, comments, and questions

so we can have an effective competition.

• We will not be able to answer all of your

questions today … but we will focus on providing
accurate and timely responses.

Acquisition Approach

A Combat Support Agency

• Although the Government prefers Firm Fixed-Price type contracts and
task orders, there may be instances where another contract type may
be more appropriate.

• DISA has provisioning for options (years/tasks) on some task orders

• DISA will continue to investigate opportunities for EWSE task orders
with specific short-duration (3-4 month) CLINs aligned to individual
EWSE FY 2012 topics. This will allow EWSE to decrease the current
timeline from identification of requirement to approval of the solution.

• Past EWSE task orders were typically 12 months in duration. However,
DISA is contemplating the use of an option year for the more complex
IPTs. Similarly DISA is contemplating the use of optional CLINs since
the direction and outcomes of some IPTs will evolve during execution.

• Depending on the terms of the contract/task order, the contractor will
submit invoices tied to deliverables, significant milestones, or other
events.

Acquisition Approach (cont’d)

A Combat Support Agency

• EWSE team has identified a series of general risk

mitigations. These include:
– Jointly endorsed definitions included in contract

definition

– Bi-weekly status reviews
– Monthly status reviews
– A structured CM process
– Clearly defined success criteria
– Payment linked to performance

DISA GIG EWSE Objective

A Combat Support Agency

• DISA GIG EWSE objective is specified as a

steady state activity in the 2011-2012
DISA Campaign Plan under the Joint
Enabler: Engineering.

– SS 2.3.3 Execute an Enterprise Wide Systems

Engineering capability to address interoperability and
performance issues that already exist in the GIG.

Core EWSE Activities

A Combat Support Agency

• Provides DOD level systems engineering support

to identify, analyze, and resolve Global
Information Grid (GIG) technical issues related to
end-to-end interoperability and performance
across DOD programs/domains

• Develops technical products: analysis reports,
architecture artifacts, standard profiles, trade
studies, best practices, implementation guidance,
interface specifications, common solutions
(patterns), requirements, etc.

Key Technical Products

A Combat Support Agency

• Amongst EWSE technical products, two key
products support GIG technical baseline:

1. GIG Technical Profiles (GTP)
– Provides technical guidance necessary to build or

access interoperable and supportable GIG
capabilities built on net-centric principles and
solutions

1. GIG Technical Architecture Artifacts
- Supports integrated GIG architecture by providing

standardized SysML models (diagrams)

- Aligns with model based systems engineering
