PERFORMANCE WORK STATEMENT 100-GALLON PER MINUTE, PORTABLE DIAPHRAGM PUMP

1.0 SCOPE. The Naval Facilities Engineering Systems Command (NAVFAC)
Engineering and Expeditionary Warfare Center (EXWC) has a requirement
for 100-Gallon Per Minute (GPM) portable diaphragm pumps. It is the
intent of EXWC to deploy these portable diaphragm pumps rapidly to
remote locations and austere environments in support of contingency
and relief operations where dewatering actions are essential. Within
this document, the aforementioned 100 GPM Portable Diaphragm Pump(s)
shall henceforth be referred to as ‘100GPM PDP’.

2.0 APPLICABLE DOCUMENTS.

2.1 General. Documents listed in this section are specified in
section 3 of this Performance Work Statement (PWS). This section does
not include documents cited in other sections of this PWS or
recommended for additional information or as examples. While every
effort has been made to ensure the completeness of this list, document
users are cautioned that they must meet all specified requirements of
documents cited in section 3 of this PWS, whether or not they are
listed.

2.2 Government Documents.

2.2.1 Department of Defense (DoD) Specifications, Standards, and
Handbooks. The following specifications, standards, and handbooks
form a part of this document to the extent specified herein.

2.2.1.1 Military Documents.

2.4 Order of Precedence. In the event of a conflict between the text
of this document and the references cited herein, the text of this
document takes precedence. It shall be noted that nothing in these
documents, stated or implied, supersedes applicable laws and
regulations unless a specific exemption has been obtained.

3.0 REQUIREMENTS.

3.1 General Design Requirements.

3.1.1 The 100GPM PDP must consist of a diesel engine driven diaphragm
pump designed and constructed for ‘continuous use’ operations while
meeting all requirements set forth in this document.

3.1.2 The 100GPM PDP must be designed to provide reliable
uninterrupted service for minimum operational shift rotations of ten
consecutive days.

3.1.2.1 For the sake of this document, ten consecutive days shall be
considered as twenty successively sequential twelve-hour shifts; each
twelve-hour shift must consist of (no less than) a ten-hour period of
uninterrupted operational service, and (no more than) a two-hour
period for maintenance (at the of each operational service period).

3.1.3 The 100GPM PDP must be designed to permit scheduled routine
and/or preventive maintenance to be conducted during the established
two-hour maintenance periods.

3.1.4 The 100GPM PDP must be designed to be one complete system with
the pump and engine permanently mounted on a wheeled frame.

3.1.4.1 Major components (such as pump, engine) must be removable for
replacement or depot level maintenance.

3.1.5 The 100GPM PDP must be designed to allow routine inspections of
valve and valve flapper via an access plate or cover.

3.1.5.1 The valve / valve flapper access plate (or cover) must be
accessible to conduct routine inspections without additional
disassembly of 100GPM PDP and/or 100GPM PDP components.

3.1.6 The 100GPM PDP must be designed to operate in all temperatures
that range from 32 degrees Fahrenheit (°F) to 130°F without a de-
rating of the system, degradation in system’s stated performance
criteria, and/or restrictions imposed on run-times.

3.1.7 The 100GPM PDP must be designed to stow all accessories on
100GPM PDP’s trailer (refer to section 3.4 of this document).

3.1.7.1 Stowed accessories must be secured in such a manner as to not
come loose or dislodge during transportation.

3.1.8 The 100GPM PDP must be equipped with a 20-gallon onboard fuel
tank (minimum).

3.1.9 The 100GPM PDP must be equipped with electronic ignition
(electric start system) to augment pull start capabilities.

3.2 Operational Requirements.

3.2.1 100GPM PDP Pump Characteristics

3.2.1.1 The 100GPM PDP pump must be a Reciprocating (Diaphragm) type.

3.2.1.2 The 100GPM PDP pump must be designed to pump muddy water
containing smaller solids (such as sticks, stones, mud, sand, and
other debris), sludge, and other thick liquids that have the ability
to flow.

3.2.1.3 The 100GPM PDP pump must have a minimum rating of 100GPM at
10-foot of Head, at both Suction and Discharge lines.

3.2.1.4 The 100GPM PDP pump must have standard 4-inch Suction and
Discharge ports that are capable of rapid connection with hoses
provided as 100GPM PDP accessories (i.e. equipped with cam-lock
coupling fittings).

3.2.2 100GPM PDP Trailer.

3.2.2.1 100GPM PDP trailer must be a two-wheel, single axle design.

3.2.2.2 100GPM PDP trailer must be designed to support the entire
gross weight of the 100GPM PDP and accessories when stationary, in
transit, and during full operations.

3.2.2.3 The 100GPM PDP trailer must incorporate a fixed (non-
rotating), 3-inch lunette eye to facilitate low speed towing via tow
vehicle.

3.2.2.4 The 100GPM PDP trailer must be equipped with a tow bar that
has an integrated landing gear system (i.e. tongue jack with
footplate).

3.2.2.4.1 The tongue jack must be a retractable and manually
operated.

3.2.2.4.2 The 100GPM PDP must be capable of performing all operations
and maintenance activities while supported by the landing gear.

3.2.3 Tires.

3.2.3.1 The 100GPM PDP trailer must be equipped with pneumatic rubber
tires with a turf tread.

3.2.3.2 Tire provided with the 100GPM PDP trailer must be rated for
trailer at full load weight capacity.

3.2.3.3 Tire provided with the 100GPM PDP trailer must be new
(unused) with a manufacturer’s date not older than 18-months.

3.2.3.4 Tire Rims provided with the 100GPM PDP trailer must be
painted to match trailer.

3.3 Engine Fuel.

3.3.1 The 100GPM PDP pump must be powered by diesel engine.

3.3.2 The diesel engine provided as the pump’s prime mover must be
capable of full operations utilizing JP-8 (MIL-DTL-83133H) as the
primary fuel source.

3.3.3 The diesel engine provided as the pump’s prime mover must be
capable of full operations utilizing commercial diesel fuels (DF2/
DF1) as its secondary fuel source.

3.3.4 Use of JP-8 and commercial diesel as a fuel source cannot
result in a de-rating of the system, degradation in system’s stated
performance criteria, restrictions regarding run-times, and/or
penalties to the equipment’s warranty (engine or otherwise).

3.3.5 Switching between the use of JP-8 and commercial diesel fuels
cannot require alterations or modifications to the provided diesel
engine (changing of fuel filters is not considered to be an alteration
or modification).

3.4 Accessories.

3.4.1 Each 100GPM PDP must be equipped with the following items as
accessories:

3.4.1.1 two 20-foot by 4-inch (ID) suction hoses. Each suction hose
must have a Male cam-lock coupling fitting affixed to one end and a
Female cam-lock coupling fitting affixed to the other end.

3.4.1.2 two 20-foot by 4-inch (ID) collapsible discharge hoses. Each
collapsible discharge hose must have a Male cam-lock coupling fitting
affixed to one end and a Female cam-lock coupling fitting affixed to
the other end.

3.4.1.3 one Suction Strainer Basket with integrated cam-lock coupler.

3.5 Supportability.

3.5.1 To the maximum extent possible, the 100GPM PDP must utilize
commercial-off-the-shelf parts.

3.5.2 The Contractor shall provide global technical support. The
Contractor shall provide contact information for OEM Technical Support
to include Point of Contact Name(s), Phone Numbers, Email
address(s)and website address(s).

3.5.3 The Contractor shall provide OEM parts supportability for the
entire life cycle of the unit and delivery of OEM parts within 72
hours (CONUS). The Contractor shall provide contact information for
OEM Parts Support to include Point of Contact Name(s), Phone Numbers,
Email address(s)and website address(s).

3.5.4 Each 100GPM PDP must be equipped with a 90-day “Initial” spare
parts package.

3.5.4.1 90-day “Initial” spare parts package must include any normal
maintenance items scheduled (based on OEM literature) to be utilized
within the first 90-days of use; to include items utilized during and
following the equipment’s identified ‘break in’ time.

3.5.4.2 90-day “Initial” spare parts package must also include any
items or parts that would render the equipment functionally inoperable
if it failed, and (based on historical failure rate) has required
replacement within the first 90-days of use.

3.5.4.3 90-day “Initial” spare parts package, as a complete package,
must be boxed in a single container and transported with the 100GPM
PDP.

3.6 Transportability.
