1. SCOPE

3. REQUIREMENTS

3.1 General.

3.1.1 CIR. The Contractor shall submit a CIR for the inspections listed in the following paragraph:

3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.

3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).

The windlass assembly may be mounted on a bed of chockfast; without a releasing agent, significant effort will be required to remove mounting bolts and break foundation plate from the chockfast material. Chockfast must be renewed, in accordance with manufacturer’s recommendation, upon windlass reinstallation.

3.2 Work particulars. The Contractor shall perform the work described herein in accordance with SFLC Std Spec 5000 (see paragraph 4.1 (Paragraph number relationships)), SFLC Std Spec 3020, TP 2837, and using Coast Guard Drawings 905 WMEC 581-001 and 905 WMEC 581-004 as guidance.

3.2.6 (Groom and lubricate)

Lubricate Anchor Windlass assembly using TP 2837 as guidance.

3.3 Operational and Weight Test. When referred to in Table above, the Contractor shall accomplish the following procedures for testing. If the Cutter’s deck fittings will be used in the rigging of test weights, ensure that Work Item “Towing Bitts, Chocks, and Fairleads; Inspect and Test” is accomplished prior to rigging test weights.

3.3.1 Static Load Test. If a Change Request has been approved for repair or modification of structural members, the anchor windlass assembly shall be subjected to a static test by placing a loop of line over the capstan head at midheight and 90 degrees to its axis to produce bending moment only. Using the capstan head as a bitt, a load of 64,200 lbs shall be applied and held for a minimum of 10 minutes. Do not operate Anchor Windlass during this test, and do not use the Anchor Windlass to rig test weight into place. Remove the test weight. Verify no permanent deformation or damage to any components.

3.3.2 No Load Test. The anchor windlass assembly shall be run without load at each rated speed for five minutes in each direction to determine that no abnormal heat, wear or noise develops. Note, when brake repair has been accomplished an inspection of brake assembly is to be accomplished after no load test to ensure proper installation.

3.3.3 Rated Load Test. The capstan head of the anchor windlass assembly shall be capable of developing the specified line pull and speed in both directions of rotation. The capstan shall be run at rated load(s) and rated speed(s) for a period of one half hour in each direction. Approved methods of testing include; line and weight, static line arrangement and prony brake (dynamometer). See Figures 1 and 2 for suggested test arrangement.
