Contract Description: The Paint Multiple Award Construction Contract (MACC)
is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract for execution of
interior and exterior painting along with surface preparation/repairs required
prior to painting. A “Task Order Request for Proposal” (TORFP) will be issued
under this MACC contract to define specific project requirements involving design
and/or construction.

The capacity of this contract is $50,000,000.00 (Fifty Million US Dollars) or
Japanese yen equivalent. The task order construction value range is expected to be
between $2,000.00 (Two Thousand US Dollars) and $2,000,000.00 (Two-million US
Dollars) or Japanese yen equivalent. The contract shall be for a term of five (5)
periods (years) consisting of the base period with two (2) option periods or until
the maximum capacity of this contract has been reached, whichever occurs first.

The Contractors shall furnish all labor, management, supervision, tools, materials,
equipment, incidental engineering, and transportation, except otherwise specified
herein, necessary to perform the work. The Contractors are responsible for adhering
to the current regulations and specifications in force at the time of the task
order or modification award.

Contract Requirements: The contractor shall furnish all personnel,

1.4.1 Contract Organization: The contractor shall have available staff to respond
to the requirements of this single-discipline type contract. The contractor’s
organizational approach shall integrate with this staff to provide project
management, on-site supervision, quality control, sub-contracting purchasing and
general office administration, and any other staffing requirements needed to
execute performance of this contract.

1.4.2 Ordering Procedures: As the need arises for performance under the Terms of
this contract, the Contracting Officer or authorized representative will issue a
'Task Order Request for Proposal (TORFP) stating the project requirements, defining
the government evaluation criteria to be used for subsequent award of task order,
and establishing the date, time and location of the pre-proposal site visit. See
Part 3 Task Orders for more details. Each task order will be competed among the
Paint MACC contractors IAW FAR part 16.

1.4.3 Following Government review of the proposal, the Contracting Officer may
arrange and conduct negotiations with the Paint MACC Contractor, Government Project
Manager, and any other persons deemed necessary, for resolving any variations
involving price, time, quantities, and any other relevant items.

1.4.4 Following award of the task order, the successful contractor will begin
execution of the requirements as stated within the specific project criteria as
indicated in the task order. The task order shall detail the project specific
requirements in conjunction with the General Provisions of the overall contract.

1.4.5 FAR 52.211-12 Liquidated Damages:

1.4.5.1 If the Contractor fails to complete the work within the specified
performance time, or within any agreed time extension, the Contractor shall pay to
the Government liquidated damages for each day of delay. The amount of Liquidated
Damages will be identified by the Contracting Officer with each specific Task
Order.

1.4.5.2 Task Order Request for Proposals involving Family Housing and/or Bachelor
Housing may include the cost to house displaced personnel and/or families in
available lodging. Specific costs will depend on rank and number of dependents and
will be derived from Overseas Housing Allowance (OHA) with dependents plus average
applicable housing allowances or temporary living allowance, as appropriate and
will be identified by the Contracting Officer with each specific Task Order.

Applicability of the Requirements: All U.S. Forces Installations and

DRAFTStatement of Work:
The work shall consist of, but not limited to, providing all plant, labor,
materials, equipment, supplies, transportation and performing all work necessary to
accomplish painting of a broad range of facilities, both interior and exterior, as
maintenance, and can include repair necessary for general painting work, on real
property facilities throughout Okinawa, Japan. The work includes weatherproof
single-story, multi-story and high-rise concrete and masonry buildings, concrete
decorative/CMU wall enclosure, metal buildings, conc/steel tanks and supporting
facilities, spall & crack repair, removal and disposal of asbestos containing
material (ACM) and lead base paint (LBP); mobilization and demobilization of
scaffoldings; to include surface preparation, caulking, sealing and other related
and incidental work necessary to complete the project in accordance with contract
specifications and drawings and subject to terms and conditions of the contract.
This work excludes painting undertaken by Government personnel and self-help work,
painting undertaken as part of a larger construction or repair and maintenance
contract for a facility and painting incidental to other contract work on a
facility. Similar work, which is incidental to the intent of a construction
project, awarded under a separate contract, will not be performed under this
contract. All work performed by the Contractor or Subcontractors working for the
Contractor shall be accomplished in strict accordance with the Unified Facilities
Criteria (UFC), conditions of this Contract, base regulations and facilities
criteria requirements supplied within this Specification, Division 01, General
Requirements, and all construction codes referenced in the Contract. Skilled
workers shall accomplish the specified work on task orders issued under the
contract. All damages to the Government properties caused by contractor during
performance of any task order shall be replaced with new materials or equipment at
