SUMMARY OF WORK

PART 1 - GENERAL

SCOPE

The Contractor must provide all material, labor, tools, plant, supplies, equipment, transportation,
superintendence, temporary construction of every nature, and all other services and facilities
necessary to complete the pavement improvements and related work of a postal facility for the
Postal Service, including all incidental work described in the contract documents.

The scope of work includes improvements necessary to complete a pavement resurfacing project
as follows and as indicated in the construction plans. All work shall be in accordance with applicable
codes and local regulations may apply. In case of conflict in or between the Contract Documents
and a governing code or ordinance, the more stringent standard shall apply.

All work under this contract shall be done in conformance with the township of Springfield
Standard Specifications, latest Asphalt Specifications, MassDOT Construction Manual, and
USPS Standard Design Criteria Handbook, the latest edition of American Standard for Nursery
Stock; the Plans and these Special Provisions.

1. Division 01- General Requirements

a. Mobilization and Demobilization shall constitute full compensation for initiating the contract,

exclusive of the cost of materials, and for mobilizing all machinery, tools, and other
equipment necessary to carry on and complete the work. The contractor is responsible for
field offices and sanitary facilities as necessary for the Contractor’s use at no additional
cost to the Owner. Payment for this task will be based on 50% and 100% completion.

b. Sediment and Erosion Control shall be in accordance with local, state, and federal laws,

and as shown on the plan.

c. Safety: shall include labor, traffic control devices, furnishing, satisfactory installation, power
sources, mounting hardware, erecting, handling, relocating signs and devices, removal and
storage of equipment, and all the material required to complete the work.

d. Material Testing: includes all associated quality control testing required per specification

requirements included in the Specifications including but not limited to the development of
a quality control plan and material testing of granular, cementitious, or asphalt items during
production and/or installed in-place.

2. Division 02- Existing Conditions (Site Preparation)

This section covers the test pit for exploration, tree removal, sidewalk removals, cobblestone
removal & stockpile, the removal and resets of traffic barriers, jersey barriers and Guardrail W-
Beam, Hydrant relocation, Guardrail Post, the removal of an existing weight scale, and other
incidentals items need it to prepare the site for construction.

3. Division 03- Concrete

The concrete work expected for this project will consist of the removal and reset of existing
cobblestone, sidewalk reconstruction, PCC slab replacement, PCC patch repair, Joint seal, Crack
seal, and other localized PCC maintenance.

5. Division 31- Earthwork

This section covers the Installation of new signs as indicated on the plans and directed by the
Engineer.

This section is intended for unclassified excavation, concrete excavation, saw cuts, fine and
grading, subbase materials, and other incidental items as shown on construction plans.

The work shall also include the disposal of existing materials shown on the plans to be removed
and reset, but which in the judgment of the engineer are unsuitable for reuse in the proposed
work. No separate payment will be made for saw cutting as required.

6. Division 32- Exterior Improvements

a. Handrail installation
b. Soil erosion control devices
c. W-Beam Guardrail installation
d. Steel Bollard
e. Asphalt emulsion tack coat application
f. Material Testing for Quality Control.
g. Pavement Milling and the placement of Superpave pavements as indicated on the plans
h. Waterborne traffic and airfield marking paint in accordance
i. Adjustment of drainage structures

MISCELLANEOUS CONTRACT EXPENSES
In accordance with the terms and conditions of the contract provisions and clauses, including those
concerning Permits and Responsibilities and, Building Codes, Fees and Charges, the Contractor
must include in its price proposal a separate line item for the cost each of the of the following fees
or charges payable to State, local, or special community development agencies:

Water service connection and meter fee
Electrical company required fees
Telephone company required fees
Off-site inspection fees
Sanitary sewer connection fee
Environmental Permits/Registrations
Other permits or fees

If the actual cost of any item identified above is more or less than the amount listed, the contract
price will be adjusted accordingly by a contract modification. The adjustment will not include
overhead and profit. The Contractor must, within 30 days after incurring the expenses, inform the
Contracting Officer that the payment has been made. Evidence of the actual amount paid must be

provided. The contract amount will be adjusted upward or downward as necessary to
accommodate actual charges from the utilities. The Contractor must provide all coordination with
the utilities in accomplishing their work and must make all payments to the utilities for their work.

The Contractor must include all additional fees, as required, in the price proposal.

USPS DIRECT VENDOR EQUIPMENT OR SUPPLIES

In accordance with the terms and conditions of the contract provisions and clauses, including those
concerning, Direct Vendor / Pre-selected Sources, the Contractor is solely responsible for
contracting with the Direct Vendor and ordering, payment, receiving, accepting, storage and
installation of United States Postal Service Direct Vendor equipment or supplies. Ordering
instructions are included in each specification section.

The Contractor will off-load, inspect the delivered equipment or supplies to make sure they are in
good condition, acknowledge receipt, and accept the delivered goods.

The Contractor is solely responsible for contracting with the Pre-Approved Vendor and ordering,
payment, receiving, accepting, storage and installation of United States Postal Service Pre-
Approved Vendor equipment or supplies. Ordering instructions are included in each specification
section.

The Contractor will off-load, inspect the delivered equipment or supplies to make sure they are in
good condition, acknowledge receipt, and accept the delivered goods.
