SURFACE-TO-SURFACE MISSLE MODULE HVAC REPLACEMENT

STATEMENT OF WORK (SOW)

1.0BACKGROUND

The current Commercial of the Shelf (COTS) Heating, Ventilation, and Cooling system used in the Littoral Combat Ship (LCS) Surface to Surface Missile Module (SSMM) as reliability problems. The design and development of a water-cooled HVAC system for SSMM that meets the system requirements is needed. Market research yielded no Commercial Off-The-Shelf (COTS) options available that meet these requirements. The production of two functional prototype units is required. Objective Quality Evidence (OQE) in the form of analysis is required as proof that the units meet the requirements. The government will conduct the environmental tests after the units are received. Environmental benchmark testing of the SSMM systems current HVAC units is included in the scope of this tasking.

3.0REQUIREMENTS

3.1The Contractor shall test the current COTS unit. An environmental chamber test of the current unit is required to determine the cooling capacity of the current unit used on the SSMM.

3.1.1The Contractor shall provide OQE as proof that testing conditions met the conditions specified in Section 3.3.1.

3.2The Contractor shall design two (2) each ECU for each room that meets the following:

Specified set point conditions: 50F – 85F +/-5F at set point;

Specified Ambient Conditions: 32F – 90F Temp;

System: Configured as 100% recirculating;

Airflow: 350 CFM Estimated;

Physical dimensions: 15.75” X 16.5” X 47.25”;

Epoxy painted Aluminum cabinet;

All internal metal painted aluminum or SS;

All hardware SS;

ON/OFF Fan to operate continuously;

Wall mount RTD sensor;

15,000 BTUH (minimum) compressor – R410a Water cooled condenser;

Fans: Motorized impeller

Heater: 5KW electric heater

Humidifier: None

Filters: None

Power estimate: 440/3/60 – 12amps ‘

Weight estimate: <150LBS

Standards: Meet or Exceed UL Standards

Drain: Gravity flow

3.3The Contractor shall design the System to meet the following:

3.3.1Chilled water shall be supplied at a rate of flow of 5 gallons per minute (GPM) between temperatures of 45F and 60F.

3.3.2The pressure drop from supply to return shall be no more than 20psi.

3.3.3Shipboard Vibration shall be IAW MIL-STD-901D, grade B. Refrigerant shall not leak and HVAC shall not become an electrical hazard after being subjected to near miss shock

3.3.4The system shall withstand the shock levels for transportation IAW MIL-STD-810H Method 516.8, Procedure II (Transportation Shock), Procedure IV (Transit Drop), and Procedure VII (Pendulum Impact), as appropriate. (TBR)

3.3.5The system shall withstand vibration levels for train transportation IAW MIL-STD-810H, Method 514.8, Figure 514.8C-17.

3.3.6The system shall withstand shock levels for train transportation IAW MIL-STD-810H, Method 526.2.

3.3.7The system shall withstand vibration levels for truck transportation IAW MIL-STD-810H, Method 514.8, Procedure I (Table 514.8C-II, Table 514.8C-IV, and Table 514.8C-VI).

3.3.8The system shall withstand shock levels for truck transportation IAW MIL-STD-810H, Method 516.8, Procedure I, Table 516.8-I, Figure 516.8-8, Figure 516.8-10, and Table 516.8-II.

3.3.9The system shall withstand vibration levels for container ship transportation IAW MIL-STD-810H, Method 514.6, Figure 514.8D-11.

3.3.10The system shall withstand vibration levels for air transportation IAW MIL-STD-810H, Method 514.8, Table 514.8C-IX.

3.3.11The system shall withstand shock levels for air transportation IAW MIL-STD-810H, Method 516.8, Procedure I, Table 516.8-I, Figure 516.8-8, Figure 516.8-10, and Table 516.8-II.

3.3.12The system shall withstand electromagnetic interference (EMI) IAW MIL-STD-461E, Section 5, Table IV and Table V.

3.4The Contractor shall work with the technical point of contact (TPOC) identified below if necessary after the government conducts the environmental tests.

4.0DATA DELIVERABLES

The Contractor shall provide data IAW CDRL A001.

5.0GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)

Government Furnished Information (GFI) will be provided upon award of the order including tailored vibration profiles, system measurements for integration and sizes for chilled water and electrical connections.
