0 Title: Electronic Subscription Access to HeinOnline Statement of Work Submitted By: IRS Counsel Library 1 Introduction/Overview The Internal Revenue Service, Office of Chief Counsel, Library (hereafter Library) seeks to purchase IRS-wide access to HeinOnline, an online legal research platform. 2 Background The Library seeks a comprehensive legal research platform that provides full-text online access to state and federal primary documents, law journals, and Federal legislative history compilations (especially tax). The product that best fits the Library’s research requirements is the brand-specific resource HeinOnline. 3 Scope Subscription to HeinOnline: • One-base year electronic subscription, plus three optional years • Accessible to all IRS employees (IRS-wide) The following are mandatory content sets for the HeinOnline subscription package: • HeinOnline Core Plus Collection (U.S.) • HeinOnline U.S. Federal Agency Library • HeinOnline Taxation & Economic Reform in America • HeinOnline U.S. State Package • HeinOnline ABA Law Library Collection Periodicals • Art Antiquity and the Law Collectively, these databases (libraries) shall provide access to: • Bankruptcy, taxation and economic related legislative history materials, • Congressional Documents –Congressional Record, Hearings, Committee Prints • Tax legislative history compilations, including the Carlton Fox collection edited by Bernhard Reams • The. U.S. Code (current and historical versions) • U.S. Statutes at Large • Federal Register and Code of Federal Regulations (current and historical) • Internal Revenue Bulletin/Cumulative Bulletin (from inception to present) • Law Journals, including tax and financial related journals. Productivity Tools Shall include the following user productivity features: MyHein to create saved searches, and personal research folders. Shall allow the user to manage preferences such as document management (printing, downloading, e-mailing), viewing, and searching. Shall include both basic and advanced search features allowing users to engage in general browsing, single-search across the entire platform, or advanced search techniques using boolean operators. HeinOnline also includes specialty tools specific to each content set (library) in their platform. Such as the specialty lookup tools for the Code of Federal Regulations, Federal Register, and Internal Revenue Acts index.
