UNINTERRUPTED POWER SUPPLY (UPS) CAPACITOR REPLACEMENT

STATEMENT OF WORK (SOW)

1.0BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), requires new UPS capacitor delivery and replacement, part number Eaton 9395-550-825-CD, located in Building 1560, Room 126.

2.0APPLICABLE DOCUMENTS

2.1Original Equipment Manufacturer (OEM) Specifications;

2.2Environmental Protection Agency (EPA) Regulations; and

2.3Center for Disease Control (CDC) Guidelines

3.0REQUIREMENTS

Pre-Inspection and Safety Compliance: Inspection of the electronic portion of the Eaton® UPS, or “Power Module” shall be performed as needed during the contracted period of maintenance at no extra charge to Purchaser. Remedial maintenance provided by Contractor shall be excluded from this service. Pre-inspection and safety compliance inspection includes:

Inspection of UPS for suitability and compliance of intended upgrade procedure

Functional testing of all transfer conditions

Inspection of online performance and equipment history

Examination of interfaces to other Powertrain equipment

AC and/or DC Capacitor Update Installation: The UPS will be placed in bypass mode to enable installation of the capacitor update. Installation of the update can be completed in a single day and will be performed by an Eaton field technician. The upgrade includes:

Replacement of all applicable capacitors (Note: not all capacitors are recommended for replacement)

Cleaning and adjustment of all replaced parts as necessary

System testing

Calibration of UPS to reflect new capacitors

Updating of customer’s spare parts inventory (if applicable)

Confirmation to customer of upgrade completion.

3.3The contractor shall ensure all work is performed IAW OEM specifications.

3.4The contractor shall test all equipment to ensure the systems are working in accordance with OEM specifications.

3.5The contractor shall provide equipment manuals and test reports IAW Industry standards.

3.6The contractor shall perform all work at the NSWCDD located in Dahlgren, Virginia during normal working hours, Monday through Friday, 0700-1600.

3.7The contractor shall clean up the work areas immediately upon completion of work daily.

3.8The contractor shall dispose of old capacitors IAW EPA regulations.

3.9The contractor shall perform a knowledge transfer of basic operation.

3.10The contractor shall provide warranty repair and replacement on parts with on-site service and repair.

3.11The contractor shall provide each contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable regulations to include COVID-19 mandates.

3.11.1All contractor personnel shall maintain social distancing and wear a facemask at all times while onsite at NSWC Dahlgren until notified otherwise by the government.

3.12The contractor shall coordinate all work with the technical point of contact identified below.

4.0GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)

4.1The Government will provide access to the rooms for work completion.

5.0PERIOD OF PERFORMANCE

The period of performance is 120 days after receipt of the order.

6.0SECURITY

All work performed under this contract is unclassified. Contractor personnel required escorting at all times while performing this work.

7.0TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and must be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: One (1) personnel to Dahlgren, Virginia throughout the period of performance.
