1 BASE CIVIL ENGINEER MICHIGAN AIR NATIONAL GUARD BATTLE CREEK ANG BASE (BCANGB), MICHIGAN 49037-5567 STATEMENT OF WORK Repair Warehouse Floor – BLDG 6901 8 July 2021 SECTION 01010 SUMMARY OF WORK 2 PART 1 - GENERAL 1.01 SUMMARY A. Project identification: MBMV212806 – Repair Warehouse Floor – BLDG 6901. PROJECT SUMMARY: The following work for this project will consist of furnishing, installing, and removing the following: - Building floor coating must be removed, cleaned, primed, and repainted, including preparation work and cleanup, with an epoxy/urethane coating. Grind or sandblast the floor surface to remove old paint and level the floor. Prep floor for an application of epoxy coating. This SOW provides for preventative maintenance of the building systems and assemblies via the application of protective coatings. The current floor is in poor condition. - Perform concrete flooring rehabilitation, as needed, and resealing of joints in rigid pavement, as needed. - A building figure illustrating the general site layout and location of the work has been provided. The place of performance is Building 6901, at Battle Creek Air National Guard Base (BCANGB), MI. - The Contractor will need to provide a cost proposal based on the Scope of Work. - The contractor shall furnish all labor, materials, equipment and supervision necessary to complete the project Scope of Work. B. Scope of Work 1. Civil: As noted below: i. Contractor must saw cut and demo pavement (approx.. 75’ x 12”) on the west side of the building as specified by the COR ii. Contractor must provide and install trench drain system iii. Contractor must connect trench drain system into the existing storm sewer system and maintain an appropriate slope to ensure proper drainage 2. Architectural: As noted below: i. Prior to commencing work, the contractor shall identify and document all painting at the start of the project. The painting plan shall be prepared by the Contractor and approved by the Contracting officer prior to removing the existing floor paint. ii. Contractor shall coordinate execution phasing with the building user. The building user will facilitate the moving of equipment and machinery in preparation for the Contractor to execute work. Some machinery will be left in 3 place as it is too large to move, if applicable. The Contractor shall install the new flooring around these equipment items, as necessary. iii. Slab preparations including the test, remove, and disposal of existing floor coatings, contaminants on the surface of the slabs that may reduce cohesion of the epoxy coating, and joint materials. iv. Patch damaged concrete (where required to allow proper joint resealing and epoxy coating) within and immediately adjacent to the areas to receive epoxy coating in accordance with attached specification section 03 01 30.71 - Concrete Rehabilitation. Fill in all existing grounding points. Grind down metal grounding rods or other protrusions as needed to implement repairs. v. Saw, clean and reseal joints and wide cracks needing sealing within and immediately adjacent to the areas to receive epoxy coating in accordance with attached specification section 32 01 19.61 - Resealing of Joints in Rigid Pavement. An estimated 4,000 LF of joints and cracks are required to be resealed. The actual degree of cracking may vary as site conditions may have changed from the time of the last assessment. vi. The Contractor is responsible for all floor preparation and repairs prior to the installation of the epoxy/urethane floor. This is to include, but is not limited to, mechanical abrasion of the field, edge grinding in areas in accessible by larger machinery, removal of joint material and patching, and the application of primer, as required. Ensure warehouse floor is level and patch any low spots. Grind any high spots. Clean warehouse floor thoroughly as per manufacturer specifications. vii. The new epoxy floor match the aesthetic appearance of the existing floor, of that building, to the furthest extent possible, unless otherwise authorized by the Base Civil Engineer representative. viii. The Contractor must provide and install a high performance non slip epoxy floor coating in all areas of work (approximately 16,715 s.f.). Application and product must be in accordance with Specification 09 27 23.16 – Fuel Resistive Resinous Flooring, 5-Coat System. The epoxy floor system shall be installed in accordance with the manufacturer’s instructions or recommendation. ix. Repaint per existing layout including, but not limited to: redlines around the plane parking areas, associated lettering and other lines inside and adjacent to the redlines; yellow centerlines for aircraft warehouse door open marks and associated lettering; pinch point signage; red high lift-fork lettering; and metal drains and covers. Use urethane paint matching existing colors per application and matching other properties per Table 1e of attached section 096723.16. The contractor is to provide and install new resilient base where original materials were removed to install new epoxy floors. 4 x. Select areas of flooring require safety markings and lettering. These markings shall be applied overtop of the newly laid epoxy floors. They shall be in the same locations identified and documented by the contractor prior to the start of project work. xi. Proper disposal of paint chips required. Paint chips and Contractor generated waste will not be disposed in installation storm water, sanitary, and/or waste receptacles or dumpsters. xii. Following the completion of their work the contractor shall cleanup site and adjacent areas affected by their work xiii. Environmental Protection: Strong odorous or toxic fumes are anticipated to be generated from the coating placement during some stages of the work. The contractor shall provide adequate ventilation to prevent these fumes from creating unsuitable working environments to other parts of the facility. The contractor shall prepare a work plan that addresses measures to be taken to ensure both contractor worker protection; the protection of government personnel and resources; and the protection of the environment especially due to heavy metals impacted by their work. The plan shall include but not be limited to details on enclosures, air monitoring; and debris collection and disposal. All debris and wastewater generated by blasting, cleaning, sweeping, etc. operations shall by collected and analyzed by the contractor to determine proper characterization. All paint debris including solvents/paint thinners shall be properly characterized and manifested accordingly. No used solvents/paint thinners may be transported off the base prior to characterization. The results of all waste characterization shall be provided to the government prior to shipment off-base. Any waste that characterizes as “hazardous” or “dangerous” shall be manifested in accordance with Division 1 environmental protection specifications. 3. Structural: Not applicable 4. M/E/P: Not applicable C. Particular Project Requirements 1. Existing Documentation: BCANGB has a limited amount of documentation on existing construction and remodeling work at this facility. i. This documentation is available to the Contractor in its original format for their use on this project. BCANGB assumes no liability for any of the documentation provided to the Contractor on this project; the Contractor assumes all liability and risk in using and relying on this information in the preparation of the RFP, development of the construction design and execution of the construction work. 5 ii. All available record drawings will be provided upon request to the Contractor. They should not however, be considered “as-built”. These drawing files are provided without warranty or obligation as to the accuracy or information contained in the files. iii. The Contractor and subcontractor(s) shall field verify furnished drawings to insure designs are accurate. It is the Contractor’s responsibility to determine existing conditions and to base the design on this information. iv. All information in the files shall be independently verified by the user. Any user shall agree to indemnify and hold the Government harmless from all claims, damages, losses, and expenses, including, but not limited to, attorney fees arising out of the use of the electronic drawing files. v. Technical Representative: The Contractor shall be responsible for, and shall pay for, the presence of a Technical Representative of the manufacturer of the reflective coating system during all floor preparation and coating application operations. The Technical Representative shall assure and certify that proper techniques are followed in accordance with the manufacturer’s recommendations, including proper surface preparation, moisture in the concrete, mixing of coatings, quantity of coating applied, cure time prior to recoating, and distribution of grit. 2. Project Duration: Project’s design and construction MUST be completed in no more than 90 days from Notice to Proceed. 3. The Contractor shall provide prompt, written notification to the Contracting Officer concerning conflicts with, or recommended deviations from codes, laws, regulations, standards, and opinions of review officials as described above. No work altering OR increasing the scope of this contract shall be undertaken prior to receipt of written approval from the Contracting Officer. D. Permits and Fees: Spoils, Waste disposal fees are at cost to the Contractor. E. Codes: Adhere to UFC 3-190-06, BCANGB design standards and specifications, and attached specifications 03 01 30.71, 09 67 23.16, and 32 01 19.61 for all work.
