Summary
This **USTRANSCOM administrative update and Final FY27 Uniform Rates and Rules for International Service** issued by the United States Transportation Command addresses revised payment rates, fuel-price adjustments, and operating rules for international air transportation under Solicitation No. HTC711-24-R-CC01, effective 1 November 2026. The update supersedes the 1 October 2026 FY27 rates because Defense Logistics Agency fuel prices and commercial pricing increased significantly. The new pegged fuel prices are $4.46 per gallon for passenger service and $4.55 per gallon for cargo service.

The applicable linehaul rates are:

- Large passenger aircraft: $0.19531 per passenger seat-mile
- Medium passenger aircraft: $0.28967 per passenger seat-mile
- Small passenger aircraft: $0.20678 per passenger seat-mile, plus a $2,000 stop charge per directed landing
- Large cargo aircraft: $0.67046 per cargo ton-mile
- Medium cargo aircraft: $0.80745 per cargo ton-mile

The final FY27 rules establish ferry, incremental movement, surcharge, cancellation, demurrage, fuel-adjustment, aircraft-load, and utilization provisions. Ferry rates are 91% of the applicable passenger effective rate and 87% of the applicable cargo effective rate under Appendix A.

The listed ferry rates are:

- Large passenger aircraft: $0.17773
- Medium passenger aircraft: $0.26360
- Small passenger aircraft: $0.20649
- Large cargo aircraft: $0.58330
- Medium cargo aircraft: $0.70248

Incremental movement rates are $448 per additional passenger and $122 per additional cargo ton when requirements exceed standard aircraft capacity for exercises, SAAMs, or contingencies. These rates do not apply to charter rates, and USTRANSCOM pays the lower amount when the calculated per-unit cost is less.

Eurocontrol surcharges remain 1.4% for passenger service and 1.6% for cargo service. The FY27 general cost escalation factor is 7.32%, and the FICA escalation factor is 8.30%.

The rules also provide cancellation percentages based on notice periods, including maximum standard charges of 38.92% for passenger and 27.66% for cargo missions canceled seven days or less before departure. They specify demurrage payments for Government-controllable cargo delays exceeding three hours, with aircraft-specific amounts ranging from $2,553 for a B767-200F to $5,301 for a B747-8F.

Standard passenger aircraft loads range from 135 seats for an A319 to 435 seats for a B747 charter configuration. Standard cargo loads range from 48 tons for a B767-200F to 115 tons for a B747-8F.

Activated aircraft are guaranteed an average daily utilization of 6,000 paid miles, with minimum activation periods of 11 days for Stage I and 15 days for Stage II or III activations. The Final FY27 Uniform Rates and Rules for International Service also permit annual requests for equitable adjustment for EU and UK emissions-tax costs, submitted to the applicable Administrative Contracting Officer within 90 days after the end of the fiscal year.
