Government Description
THE NATIONAL GUARD BUREAU OPERATIONAL CONTRACTING DIVISION NGB-AQ, ON BEHALF OF THE ARMY NATIONAL GUARD AVIATION SAFETY DIVISION NGB-AVS, REQUIRES ATC SERVICES AT MULTIPLE LOCATIONS. THE OBJECTIVE OF THIS ACQUISITION IS TO SUPPORT THE NGB-AVS NEED FOR ATC SERVICES AT EIGHT ARMY NATIONAL GUARD AIRFIELDS. OPERATING AIRFIELDS WITH HIGH AIRCRAFT DENSITY, COMPLEX TRAFFIC REQUIREMENTS, AND DISSIMILAR OPERATIONS, MANNED AND UNMANNED, NIGHT VISION SYSTEMS, SIGNIFICANTLY INCREASES THE RISK OF PHYSICAL DANGER TO PILOTS AND INDIVIDUALS IN THE SURROUNDING ENVIRONS OF AIRFIELDS. ATC SERVICES ARE A SPECIALIZED REQUIREMENT PERFORMED BY HIGHLY TECHNICALLY QUALIFIED PERSONNEL, WITH SPECIFIC MEDICAL AND SECURITY REQUIREMENTS WHEN USED REDUCES THE SAFETY RISKS TO THE ARMY. ATC SERVICES PROVIDED INCLUDE ARRIVAL, DEPARTURE, SEPARATION AND SEQUENCING FOR MILITARY AND CIVILIAN AIR TRAFFIC OPERATING IN VISUAL AND INSTRUMENT FLIGHT RULES CONDITIONS. SERVICES ALSO REQUIRE THE AIR TRAFFIC CONTROLLERS TO PROVIDE AVIATION ADVISORY SERVICES, AIRSPACE MANAGEMENT AIRSPACE SAFETY, AND TRAFFIC FLOW MANAGEMENT TO ENSURE THE SAFE, ORDERLY, AND EXPEDITIOUS FLOW OF AIRCRAFT WITHIN A DEFINED AREA. LIMITED FULLTIME MANNING AND AVAILABLE TRAINING DAYS PREVENT ARNG UNIT PERSONNEL FROM PROVIDING THE LEVEL OF SUPPORT REQUIRED TO PROVIDE ADEQUATE SUPPORT TO ATC TOWERS.
