Restructured contract to facilitate a contractual vehicle for the life of the DAAA09-02-D-0025 contract from systemization through closure. The contract supports the design, construction, systemization, operation, and closure of the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) to demilitarize and dispose of munitions containing mustard agents (HD and HT) stored at the Pueblo Chemical Depot (PCD) in Colorado. Includes agent operations, closure, decommissioning, decontamination, and compliance with increased permitting requirements, as well as staffing for bio treatment areas, sample management, waste plan analysis, and odor monitoring. The contract also covers the use of Static Detonation Chambers (SDC) and supports treaty compliance activities.
