Government Description
Preconstruction services (ECI), P684 Trident Refit Facility (TRF) expansion. The project includes construction and renovation of eleven facilities and temporary facilities at Naval Submarine Base Kings Bay, GA, including two new industrial process facilities (a 41,000 sf paint blast shop and a 12,000 sf battery handling & machinery shop), three new industrial storage facilities, expansions to two existing industrial shops, and installation of steel plates to support government equipment. Renovations involve modernization of support buildings for administrative, office, storage, and server room spaces, with upgrades to electrical, fire protection, and mechanical systems. Temporary pre-engineered modular buildings will provide workspace and support functions during construction, and site improvements include utilities, roadways, drainage, and pedestrian features. Built-in equipment such as cranes, industrial systems, and safety stations will be provided, and work also encompasses environmental management, special inspections and material testing, electrical and communication systems, site demolition, earthwork, utilities, erosion and sediment controls, and construction of a pre-engineered metal wash down shed.

Nov 2024: RQ Construction LLC, Carlsbad, California, is awarded $177,254,032 for a fixed-price-award-fee modification to a previously awarded contract (N69450-24-C-0004). This modification provides for the incremental funding of construction for the Trident Refit Facility expansion at Naval Submarine Base Kings Bay. Work will be performed in Kings Bay, Georgia, and is expected to be completed by July 2027. The project is incrementally funded with the first increment being allocated at the time of award. Fiscal 2025 military construction (Navy) (MILCON, N) funds in the amount of $83,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The second increment will be funded with fiscal 2026 MILCON, N funds in the amount of $94,254,032. Award of this modification brings the total cumulative value for the contract to $189,702,904. The contract also contains three unexercised options which, if exercised, would increase the cumulative contract value to $192,009,664. The original contract was competitively procured via the sam.gov website, with two offers received. The Naval Facilities Engineering Systems Command Southeast, Jacksonville, Florida, is the contracting activity. 
 
Walsh Federal LLC, Chicago, Illinois, is awarded $137,221,997 for a firm-fixed-price modification to a previously awarded contract (N69450-22-C-0027). This modification provides for the incremental funding of construction on the aircraft maintenance hangar at Naval Air Station Whiting Field. Work will be performed in Milton, Florida, and is expected to be completed by April 2028. The project is incrementally funded with the first increment being allocated at the time of award. Fiscal 2024 military construction (Navy) (MILCON, N) funds in the amount of $45,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The second increment will be funded with fiscal 2026 MILCON, N, in the amount of $92,221,997. Award of this modification brings the total cumulative value for the contract to $137,653,068. The contract also contains two unexercised options which, if exercised, would increase the cumulative contract value to $141,778,997. The original contract was competitively procured via the sam.gov website with two offers received. The Naval Facilities Engineering Systems Command, Southeast, Jacksonville, Florida, is the contracting activity.
