OTHER DIRECT COSTS (ODCS) - MATERIAL. SUPPORTS THE UPGRADE, REDESIGN, AND OPERATION OF THE AIR LAUNCH TEST CAPABILITY (ALTC) AND ASSOCIATED SPECIAL TEST EQUIPMENT, AS WELL AS THE CONCEPTUAL DESIGN, DEVELOPMENT, AND OPERATION OF AN UNDER WATER TEST CAPABILITY (ULTC) AT CHINA LAKE, CA. TASKS INCLUDE SITE RE-ACTIVATION, TEST AND EVALUATION, SUPPORT FOR FIELDING OR DEPLOYMENT, AND DESIGN AND FABRICATION OF THE TEST PAYLOAD TUBE (TPT), LAUNCH TEST STAND (LTS), LAUNCH TEST VEHICLE(S) (LTV), ADVANCED PAYLOAD MODULE (APM), COMPRESSED AIR EJECTOR (CAE), CROSS FLOW (CF) SIMULATOR, AND CONTROL AND DATA ACQUISITION NEXT GENERATION (CDAS-NG). THESE EFFORTS PROVIDE AIR AND UNDERWATER LAUNCH TESTING TO SUPPORT THE DEVELOPMENT AND RISK MITIGATION OF NEW NAVY WEAPONS SYSTEMS, INCLUDING QUALIFICATION OF HARDWARE AND COMPONENTS FOR HYPERSONIC CAPABILITY.

Aug 2025: Jacobs Technology Inc., Tullahoma, Tennessee, is awarded a cost-plus-fixed-fee, cost, $50,519,533 contract for the continuation of efforts for the upgrade, redesign, and operation of the current air launch test capability and associated special test equipment, as well as provides for the conceptual design, development and operation of an underwater launch test capability in support of in-air and underwater launch testing for the new generation of weapons for the Navy. Work will be performed China Lake, California, and is expected to be completed August 2027. Fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $2,000,000 will be obligated at the time of award, none of which expire at the end of the current fiscal year.
