Rapid Operational Planning

Onebrief provides faster, better command decisions at large headquarters. Specifically, Onebrief dramatically accelerates the creation of major OPLANs and CONPLANs, including the complex plans unique to Pacific Fleet and the Indo-Pacific. An early version of Onebrief is already in use at several major commands; however, Onebrief has never been adapted to the Navy's need for tactical level planning. This effort will assess and modify Onebrief to support tactical level planning and will investigate options to integrate Onebrief with PMW-150's existing suite of tools. This proposal is in support of Pacific Fleet (End User) and NAVWAR PMW-150 (Customer). We will provide new functionality to adapt Onebrief to Navy needs, investigate integration options, and conduct a major exercise to test and evaluate the tool. Today, almost all planning is done in Word and PowerPoint. This creates an enormous amount of mundane work, leaves important data in an unstructured, unusable format, and results in decisions that are too slow for competition and conflict with peer adversaries in the region. Onebrief breaks plans into thousands of reusable cards. These are reused across the entire enterprise to auto-update planners' common outputs, including slides, written orders, maps, and sync matrices. This frees planners from mundane tasks while making it easy to deliver modern collaboration features. Consequently, planners can focus on understanding the problem and solving it not making slides. Once a month, we host a planning exercise. We recruit two teams of six professional planners and offer each team a realistic Joint Task Force scenario. One team uses Onebrief, while the other uses traditional tools, like Word and PowerPoint. Our entire engineering team watches these events. These events are the key to building software every planner wants to use.

The goal of phase II is to continue the R&D efforts initiated in Phase I. Funding is based on the results achieved in Phase I and the scientific and technical merit and commercial potential of the project proposed in Phase II.
