Title
Leveraging Distributed Synthetic Aperture Radar Technology for Coherent Change Detection

Abstract
AnTrust will leverage their recently completed DARPA OTA for the development of a Synthetic Aperture Radar (SAR) simulation prototype for distributed coherent applications towards the application of determining change detection in a similar coherent basis. Our prior experience has allowed us to model and develop viable mitigations for anticipated unknowns, error sources and challenges for the target application. For this Phase I effort, AnTrust will perform the requisite mathematical analysis, algorithm development, and performance analysis while enhancing its current simulation capabilities in support of these goals. Noncoherent and coherent change detection are challenging problems, with the challenges increasing and fundamental limits becoming more imposing as the geometries for the reference and test images diverge. During Phase I we will: develop new mathematical foundations for change detection performed on a 3D surface, perform the backprojection of images which are geo-registered, remove outliers, and develop registration and calibration methods. We will also identify limitations and develop proposals to modify or mitigate these issues. Our work product will be encompassed in a simulation prototype, which will be demonstrated at the end of the Base and Option stages.
