THE CONTRACTOR DEVELOPS AND RECOMMENDS PROCEDURES AND WORK INSTRUCTIONS FOR THE COMMAND’S QUALITY MANAGEMENT SYSTEM FOR GOVERNMENT APPROVAL, SUPPORTS THE DEVELOPMENT OF TECHNICAL QUALITY ASSURANCE REQUIREMENTS, PRODUCT VERIFICATION INSPECTION (PVI), AND QUALITY LETTERS OF INSTRUCTION (QALI), AND CONDUCTS OVERSIGHT OF CONTRACTORS’ SUBSAFE WORK AS PER NAVSEANOTE 5000. ADDITIONAL TASKS INCLUDE PERFORMING INSPECTIONS AT PRODUCTION FACILITIES, PROVIDING TRIP REPORTS, MAINTAINING RECORDS PER SECNAV MANUALS, AND PROVIDING ENGINEERING/TECHNICAL SUPPORT FOR COMBAT SYSTEMS (CS) AND HULL, MECHANICAL AND ELECTRICAL (HM&E) SYSTEMS ONBOARD U.S. NAVY VESSELS. THE PRIMARY PLACE OF PERFORMANCE IS AT GOVERNMENT FACILITIES IN PHILADELPHIA, PA, WITH APPROXIMATELY 99% OF WORK OCCURRING ON-SITE AT THE NSWCPD FACILITY.
