Government Description
Nulka Y payloads production involves the manufacturing of payloads for the nulka active expendable decoy system, which provides defense against modern anti-ship missiles. Includes the production and modification of mk 234 nulka Advanced Decoy Architecture Program (ADAP) series payloads to meet both US and australian requirements, as well as engineering services to modify the payload form factor for integration with a new flight vehicle. Tasks being performed encompass the assembly and integration of components such as time delay assemblies, chassis, equalizer assemblies, harnesses, rf modules, microcircuits, filament transformers, resistor assemblies, interface/receiver pwbs, semiconductors, diodes, digital microcircuits, power transformers, sma fixed terminations, fpga and thermal straps, cable assemblies, signal analyzers, cover plates, sensors, and frequency generators. The contract also supports the procurement and assembly of specialized electronic and rf components required for the payloads' operation.

L3Harris, Clifton, New Jersey, is awarded a $33,568,100 firm-fixed price, cost-plus-fixed-fee, and cost-reimbursable contract for MK 234 10/11/12/13 Nulka Advanced Decoy Architecture Program (ADAP) series payloads. This contract includes options, which, if exercised, would bring the cumulative value of this contract to $124,003,133. Work will be performed in Clifton, New Jersey (73%); Rancho Cordova, California (14%); Hamilton, New Jersey (5%); Ronkonkoma, New York (4%); and Andover, Massachusetts (4%), and is expected to be completed by April 2026. If all options are exercised, work will continue through April 2026. Fiscal 2021 other procurement (Navy) funds in the amount of $18,871,100 (56%); and fiscal 2021 other customer funds (Australia) in the amount of $14,697,000 (44%) will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured via the beta.sam.gov website. In accordance with 10 U.S. Code 2304(c)(1), as implemented by Defense Federal Acquisition Regulation 6.302-1, there is only one responsible source and no other supplies or services will satisfy agency requirements. L3Harris is the only source that can produce the highly specialized MK 234 Nulka ADAP payloads to fulfill Navy requirements without unacceptable delays. Additionally, in accordance with 10 U.S. Code 2304(c)(4), per the international agreement with the Department of Defence of Australia, L3Harris is the directed source for the procurement of the Australian requirements.
