Express Scripts Inc., St. Louis, Missouri (HT940221C0007), was awarded a firm-fixed-price, incentive/award fee contract with a total face value of $4,300,000,000 to provide pharmacy management services for the Department of Defense TRICARE Pharmacy Benefit Program. Pharmacy benefit services are available in all 50 states; Washington, D.C.; Guam; Puerto Rico; and the Virgin Islands. The program offers services at retail network pharmacies, authorized non-network retail pharmacies or delivery through the TRICARE Mail Order Pharmacy. The contractor will perform pharmacy benefit management functions, including claims adjudication at military medical treatment facilities, clinical services for specialty pharmaceuticals, processing direct member reimbursements for claims, clinical reviews and providing beneficiary and pharmacy support services. The contract has a base period of 15 months and seven option periods of 12 months each. Fiscal 2021 operation and maintenance funds in the amount of $23,596,175 are obligated for the base period. The contract was competitively procured using full and open competition under request for proposal HT940220R0002 with two proposals received.
