Title

Abstract
Semper Supra (Always Above) is the motto of the US Space Force, reflecting the need to have a consistent and effective presence in space. US dominance in space relies on two facilities to perform national security launches: SLD 45 (Patrick Space Force Base and Cape Canaveral Space Force Station) and SLD 30 (Vandenberg Space Force Base). SLD 30 supports West Coast launch activities for the Space Force, DoD, NASA, national intelligence programs and private industry contractors. SLD 30 also supports development and testing of all intercontinental ballistic missiles, as well as Missile Defense Agency (MDA) test and operations. It is the only facility in the United States which can launch satellites into polar orbit. This vital capability cannot be compromised, making SLD 30's infrastructure particularly critical to protecting US national security interests. REscan has designed and built a patented full-stack scanning helmet and data management system that uses 10 cameras, LiDAR, stereo vision, and an inertial measurement unit to capture extremely accurate data-rich 3D images of internal and external spaces, all from a human point-of-view. This data can then be accessed via REscan's intuitive App on any mobile phone, desktop PC or Mac computer. REscan's system is fully interoperable, and can ingest and process all industry standard point clouds, tessellated meshes, existing 3D reality models, and constructive geometry file types, making it an ideal option where scanned data already exists. The company runs its cloud-based operations on a DoD-Approved Gov Cloud. REscan does not use Chinese LiDAR (unlike its competitors) and is 100% NDAA compliant. REscan will create reality models of approximately 1 million square feet of facilities at Vandenberg Space Force Base to serve as test beds for this SBIR D2P2. These reality models will be available to CES for general facilities management, and will be specifically utilized by the Fire Department (end-user) and the Emergency Readiness and Management Flight (customer) for spatial awareness, pre-incident planning, and live operational support. The models will save time and resources during an emergency, and support a more effective and rapid response. This D2P2 applied R&D program will then focus on integrating high-resolution imaging of select areas and elements (mechanical rooms, fire control rooms, etc.) in REscan's 3D reality models using novel AI-assisted imaging techniques called Gaussian Splatting and Neural Radiance Fields (NeRFs). The applied R&D program will also include the engineering and software development to produce 2D floor plans for the 3D models automatically from the 3D models. The final R&D objective is to enable REscan's mobile app with a feature called Precision Indoor Positioning . This technology will make a first responder's position and orientation instantly knowable, effectively giving location information in GPS-denied spaces where a reality model has been created.
Research Objective
The goal of phase II is to continue the R&D efforts initiated in Phase I. Funding is based on the results achieved in Phase I and the scientific and technical merit and commercial potential of the project proposed in Phase II.
