Title
Securing the Space Frontier:  Cyber Exploit Platform for Space Systems with Command & Control for Operations & Training
Abstract
Currently, studying cyber security in the space domain is difficult due to the diverse set of hardware and software that make up both ground sites and satellites. Each actor utilizes a set of components with unique vulnerabilities and different levels of risk. Obtaining this information is challenging, however, with the increasing number of satellites, which some estimates place at 100,000 by 2030, will only increase the vulnerabilities. ??????Millennial Software has found a gap in cyber security assessments and training for satellite operations. Our Skyward solution can be expanded to train operators on various exploits to a multitude of targets and provides users a menu of exploitation options to utilize on a per engagement basis. By partnering with or leveraging mobile ground stations, our team can support field exercises against space objects to identify, categorize and create unique exploits that demonstrate the extent to which compromised satellites present a danger to the entire space domain for both adversaries and allies. ??????Millennial Software is proposing an operator friendly Exploitation Platform and a continuous exploit creation pipeline. The key components would be a COP, exploitation framework, and a field deployable exploit terminal. Millennial Software's Skyward is designed to train Guardians and model satellite operations. This expansion for cyber training and modelling will increase options for the warfighter to leverage cyber capabilities in the space domain. By reducing the complexity of exploit deployment, Guardians will have tools at their disposal that have been historically unavailable to them. ??????The company's experience will allow for the creation of necessary tools to help Guardians and commercial customers respond to cyber threats in the space domain. Skyward's core capabilities will provide the mechanism to discover and deploy exploits. Additionally, the information obtained during the discovery process could lead to new defensive cyber capabilities, allowing us to harden systems where necessary and plan for potential threats.
Research Objective
The goal of phase I is to establish the technical merit, feasibility, and commercial potential of proposed R&D efforts and determine the quality of performance of the small business awardee organization.
