This is a labor hours/firm-fixed-price hybrid contract for non-personal services necessary to perform the Bureau of Labor Statistics (BLS) data collection activities related to the Job Openings and Labor Turnover Survey (JOLTS) program as defined in the Performance Work Statement (PWS). The contractor is responsible for address refinement and enrollment, achieving specific performance standards; conducting multi-modal data collection to meet response rate thresholds for job openings, hires, quits, layoffs/discharges, and other separations; clearing system and program office edits within designated time frames; certifying new hires and ensuring annual re-certification; resolving quality assurance issues and completing quality control activities; and delivering accurate contract deliverables while meeting acceptable quality levels (AQLS). The contractor must maintain full staffing to achieve AQLS, with penalties for unfilled managerial positions.
