This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number 47QMCA25R0002 is issued as a request for proposal (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-02.

The acquisition includes a small business reserve of 30 percent. The associated NAICS code is 425120 and the small business size standard is 125 employees.

Background
The U.S. General Services Administration (GSA) is a Federal agency responsible for purchasing new vehicles on behalf of other agencies and eligible entities. The GSA's Office of Fleet Management marshalls vehicles for its customer agencies and manages sales to achieve the highest return.

This acquisition aims to establish Indefinite Delivery Indefinite Quantity (IDIQ) Fixed Price contracts for Vehicle Marshalling and Sales Support Services, leveraging industry best practices to provide customer-centric services and maximize returns on vehicle sales while reducing logistical costs through digital, remote, and in-lane sales solutions.

Work Details
The contract includes support services for marshalling new and existing Federal government vehicles, installing 3rd party telematics/communication devices, selling used Federal government vehicles, and transporting vehicles when necessary. The estimated annual volume is 60,000 vehicles, with about 30,000 expected to be sold. Specific tasks include:

1. Marshalling Support Services:
- New Vehicle Delivery Inspection and Acceptance
- License Plate and GSA Fleet Services Card Management
- Releasing Vehicle to GSA Customer
- Receiving Used Vehicle
- Preparation of Used Vehicle for Release to New Customer
- 3rd Party Device Management (Installation, Replacement, Removal)
- Fueling and Charging Vehicles
- Vehicle Movement
- Optional Notary Services

2. Sales Preparation Services (Optional):
- Coordinating Required Vehicle Inspections and Certifications
- Sale Timing Coordination
- Vehicle Movement for Sale (greater than 25 up to 50 miles)
- Removal of License Plate and Fleet Services Card for Sale
- Fueling and Charging for Sales Vehicles
- Digital Imagery Capture
- Condition Reporting of Vehicles
- Maintenance, Repairs, Reconditioning of Vehicles
- Decommissioning and Equipment Disposal of Sale Vehicles
- Public Vehicle Inspection Period Management
- Post-sale Storage, Release, and Removal of Purchased Property Management

Period of Performance
The contract will be performed over a duration as determined by the needs of the GSA; however, it is expected that the contractor will manage ongoing operations related to vehicle marshalling and sales continuously.

Place of Performance
The services will be performed across the United States including its territories and potentially worldwide.
