Background
The Department of Veterans Affairs is issuing this solicitation for Project 590-24-450, which aims to renovate four Transitional Residences for the Hampton VA Healthcare System. The project is part of the agency's mission to provide quality healthcare services to veterans. Work Details
The contractor will perform comprehensive renovation services at four locations: three in Hampton, VA, and one in Norfolk, VA. The work includes general residential construction tasks as outlined in the attached plans and specifications. Specific tasks include:

- Demolition
- Asbestos abatement
- Lead-based paint removal
- Concrete work
- Masonry maintenance
- Metal fabrications
- Carpentry (both rough and finish)
- Roofing (including thermal insulation and shingles)
- Installation of doors and windows
- Various finishes (such as tiling and painting)
- Plumbing installations including fixtures and water distribution systems
- HVAC installations including ductwork and air cleaning devices
- Electrical installations including lighting and grounding systems
- Site improvements such as paving and fencing.

Period of Performance
The contractor shall commence work within 15 calendar days after receiving the Notice to Proceed (NTP) and is expected to complete all work within 365 calendar days.

The renovation projects will be performed at the following locations: TR-1 at 1200 Stockley Gardens, Norfolk, VA 23517; TR-2 at 18 Roland Dr., Hampton, VA 23669; TR-3 at 301 Ireland St., Hampton, VA 23663; TR-4 at 22 Roland Dr., Hampton, VA 23669.

Bidder Requirements
Bidders must be Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and are required to furnish performance and payment bonds. Contractors must also provide proof of completion from an approved OSHA training course (10-hour for workers; 30-hour for superintendents) and complete Integrity and Compliance Awareness Training for all non-revenue staff. Additionally, bidders must have a valid contractor's license.
