This solicitation is 100% set-aside for verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Project Title/Number: Design-Build (D/B) Services, Lake Baldwin MRI Replacement Site Prep, 675-CSI-123 Description: This notice is for PHASE I proposal submission only. Phase I proposals will be evaluated to determine which offerors will submit proposals in Phase II. ONLY those offerors that are selected for Phase II will be notified with instruction for PHASE II proposal submission. Please refer to solicitation 36C24821R0191 and attachments for further requirements. The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8 has a requirement to provide all design-build services to include labor, materials, tools, equipment, supervision, and all other resources necessary for the design and construction of the project described herein and other specific tasks as further defined by this Request for Proposal (RFP). Period of Performance: 270-calendar days after issuance of the Notice to Proceed (NTP). Place of Performance: Department of Veterans Affairs, Lake Baldwin Outpatient Clinic (OPC), 5201 Raymond St., Orlando, FL 32803. Magnitude of this Project: Pursuant to FAR 36.204(e), between $500,000 and $1,000,000. NAICS Code: The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 Commercial and Institutional Building Construction, with a small business size standard of $39.5 Million. The Product Service Code is Z2DB Repair or Alteration of Laboratories and Clinis. This solicitation will be evaluated on trade-off source selection process, providing the best value to the Government. The source selection process will utilize FAR Part 36.6 Two-Phase Design-Build Selection Procedures and FAR 15 to evaluate proposals and award the contract. At the time of proposal submission, all interested firms must have current registration in the System for Award Management (SAM) www.SAM.GOV and certified as a Service Disable Veteran Owned Small Business in Vet-Biz at www.vip.vetbiz.gov. Proposals of contractors not registered/certified in both databases will not be considered for award. Green Environmental Management System (GEMS): Contractors selected for award of this contract are expected to be good stewards of the environment by complying with federal, state, and local environmental laws and other requirements such as medical center policy and project specifications. In addition, contractors should incorporate pollution prevention and waste minimization into operations. Background
The Design-Build (D/B) Services, Lake Baldwin MRI Replacement Site Prep, 675-CSI-123 project involves the procurement by the Government, under one contract, with one firm for both design and construction services on a specific project. The project is located at the Lake Baldwin Outpatient Clinic (OPC), 5201 Raymond St., Orlando, FL 32803. The project has been classified as a Type C, Medium Risk Group, Class III (ISLM Level I) Project.

Work Details
The project encompasses full renovation of the Lake Baldwin CTI area for installation of a new Magnetic Resonance Imaging (MRI) machine at Lake Baldwin Radiology Service area. The renovation includes HVAC system and fire protection system modifications, power infrastructure improvements, OI&T infrastructure, new flooring, ceiling tiles and grid, drywall partitions and refinish of all wall surface areas, doors, privacy issues, lay-in ceilings, lighting, plumbing upgrades, asbestos abatement and replacement of existing asphalt pavement parking. Additionally, the project will provide a new Nitrogen storage/supply closet for the newly relocated Dermatology Service in an area adjacent to the Radiology Service area. The project also involves running OI&T infrastructure from new project space to TR 1069 for connection based on OI&T current guidelines and requirements.

Period of Performance
The Design Phase is scheduled to be completed within 120 calendar days from Government issuance of Notice to Proceed (NTP). The Construction Phase must be completed within 150 calendar days from Design completion and Government acceptance.

Place of Performance
The construction projects will be performed at the Orlando VA Medical Center located at 5201 Raymond St., Orlando, FL 32803.
