Background
The Department of Veterans Affairs (VA), Caribbean Healthcare System, is issuing this solicitation 36C24826R0035 to request design-build services for the resurfacing of Parking Garage C at the San Juan VA Medical Center. The goal of this project is to restore the structural integrity and surface condition of the garage while adhering to all applicable building codes, safety standards, and VA design requirements.

Work Details
The contractor will provide all labor, materials, tools, and equipment necessary for the design and construction of the project. Specific tasks include:

- Site investigations;
- Designing and preparing drawings;
- Addressing deteriorated surface conditions such as spalling, cracks, and delamination;
- Ensuring proper surface slope and traffic flow;
- Integrating with existing structural elements;
- Removing, repairing, and resurfacing concrete slabs and ramps;
- Installing waterproofing membranes and joint sealants;
- Painting and re-striping in compliance with ADA standards;
- Making drainage improvements and lighting modifications if required;
- Upgrading safety systems and signage; and
- Final site restoration.

The contractor must also furnish professional architectural & engineering (A/E) services including environmental documentation, cost estimates, technical studies, construction drawing verification, inspections during construction, post-occupancy evaluations, and compliance with national codes.

Period of Performance
730 calendar days from the Notice to Proceed (NTP), estimated to begin on April 8, 2026, and end on April 7, 2028.
