Description

This construction requirement is to Repair Water Tanks Deficiencies located in the VA Caribbean Healthcare System, San Juan, PR. The Contractor will provide all labor, materials, tools, and equipment, for the construction of the project and other specific tasks as further defined by the specifications and drawings.
Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the Repair Water Tanks Deficiencies project at the VA Caribbean Healthcare System (VACHS) located in San Juan, Puerto Rico. The mission of the VA is to provide high-quality healthcare services to veterans. This contract aims to rehabilitate potable water storage tanks, ensuring they meet safety and quality standards as mandated by various regulations and guidelines.

Work Details
The contractor will be responsible for providing all labor, materials, tools, equipment, and services necessary for the construction of the project. Specific tasks include:

- Performing repairs and rehabilitation of potable water storage tanks as identified in API 653 Inspection Reports;
- Executing corrosion removal and steel repairs;
- Replacing deteriorated bolts with stainless steel or galvanized materials;
- Performing complete abrasive blasting of all interior tank surfaces;
- Applying a three-coat epoxy lining system certified under NSF/ANSI 61 for potable water;
- Cleaning and disinfecting the tanks per AWWA C652 standards; and
- Conducting pre and post disinfection testing to ensure compliance with EPA Safe Drinking Water Act standards.

All work must adhere to applicable OSHA, federal, state, and local regulations.

Period of Performance
The contract period is estimated to begin on June 1, 2026, and end on May 31, 2028, spanning approximately 730 calendar days.

The construction projects will be performed at the VA Caribbean Healthcare System located at 10 Calle Casia, San Juan, PR 00921-3201.
