Presolicitation Notice Presolicitation Notice Page 4 of 4 *=Required Field Presolicitation Notice Page 1 of 4 Solicitation Description This solicitation is to inform potential offerors that Batavia, NY VA Medical Center is posting a solicitation (36C24225B0043) on July 28, 2025, for Masonry Repairs Campus Wide. All work is to be performed at the Batavia, NY VA Medical Center. General scope of work includes: The purpose of this effort is to perform concrete repairs and sealant to building 1 and 3 entrance steps, brick walls and stones. The contractor who is awarded this project shall accept the timeframe stated above. The concrete repairs are critical for the safety of occupants use as well as cosmetically maintaining the face of the campus. The scope of construction work will be provided with the solicitation, which will be fully described in the construction documents specifications and photos. Additional administrative and management-related requirements are described in the SOW Section 3: Requirements. Also, a brief overview of the construction work will be included with SOW. It has been determined that there are enough qualified Service-Disabled Veteran Own Small Business (SDVOSB) firms that are capable of performing under NAICS Code 238149, " Masonry Contractors ", with a size standard of $19M. Therefore, this procurement is 100% set-aside for SDVOSB. The magnitude of the project is between $250,000 and $500,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this IFB once released. It is anticipated that this contract will be awarded o/a August 2025. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the information for bid details, specifications, drawings, and contract forms will be available on http://www.sam.gov in electronic format only. Should be available on or about July 28,2025. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation by the time of bid opening. Once the solicitation is released, bids will be accepted electronically only, due to ongoing safety concerns regarding the COVID -19 pandemic. Background
The Batavia, NY VA Medical Center is issuing a solicitation (36C24225B0043) for masonry repairs campus-wide. The purpose of this contract is to perform critical concrete repairs and sealant work on entrance steps, brick walls, and stones at the facility. This effort is essential for ensuring the safety of occupants and maintaining the aesthetic appearance of the campus. The estimated magnitude of the project is between $250,000 and $500,000.

Work Details
The scope of work includes:

1. Building 1 - Employee Entrance:
- Remove and replace existing handrail to match current railing.
- Replace damaged bricks on stairs and main building.
- Replace 6 damaged terracotta stones.
- Clean efflorescence from bricks.
- Repoint brick masonry joints on stair system walls.
- Patch spalls and resurface concrete landing and stairs.
- Install protective coating over concrete stair surface.
- Mark nosing of steps with acrylic yellow finishing coating.
- Apply water base salt guard on brick walls to prevent damage from salt use.

2. Building 1 - Employee Entrance Roof:
- Remove existing roof down to base concrete layer and replace with EPDM roofing system including insulation, ice shield, new flashing, scupper/gutter installation, and restoration of surrounding areas.

3. Building 3 - Employee Entrance:
- Repair cracked risers, curb at entrance ramp, deep spalls in concrete landing, install protective coating over surfaces, remove and replace sealant along ramp sides.

4. Building 1 & 3 Front Entrances:
- Various repairs including resetting granite steps, replacing caulk joints in granite stairs/landings, cleaning efflorescence from brickwork.

5. Front Sign Repairs:
- Salvage existing sign components and construct a new base with masonry block units matching existing conditions while extending electrical service to the sign.

Period of Performance
The contract will be performed over a period of 90 days from the Notice to Proceed.

Place of Performance
All work will be conducted at the Batavia VA Medical Center located at 222 Richmond Avenue, Batavia NY 14020.
