Background
This solicitation is issued by the Department of Veterans Affairs (VA) for construction services to build a new hybrid operating room at the VA Caribbean Healthcare System located in San Juan, Puerto Rico. The goal of this contract is to enhance the healthcare environment for both patients and staff by integrating a state-of-the-art Hybrid Operating Room suite into the existing facility, thereby supporting the VA's mission to provide high-quality care.

Work Details
The contractor will be responsible for all aspects of construction necessary to repurpose approximately 2,000 square feet of space for the new Hybrid Operating Room (HOR) suite on the first floor of the Main Building. Key tasks include:

- Complete renovation including re-distribution of spaces and upgrading utilities such as electrical, plumbing, HVAC systems, data, nurse call systems, and medical gases.
- Conduct demolition work which may involve structural, architectural, plumbing, mechanical, and electrical elements.
- Implement infection control measures during construction to minimize risks associated with dust and other potential contaminants.
- Provide HVAC commissioning services to ensure all systems perform as designed.
- Abate any asbestos-containing materials encountered during construction in compliance with VA and OSHA regulations.
- Maintain operational areas for patient care throughout the construction process without disruption. All work must occur during night shifts or weekends to avoid interference with hospital operations.
- Submit a detailed safety plan tailored specifically to this project prior to commencing work.

Period of Performance
The period of performance for this contract is estimated at 500 calendar days from the issuance of the Notice to Proceed (NTP), beginning approximately on August 8, 2025 and ending around December 21, 2026.

Place of Performance
All construction activities will take place at the VA Caribbean Healthcare System located at 10 Calle Casia, San Juan, PR 00921.
