Background
The contract is issued by the Portland VA campus, which is part of the Department of Veterans Affairs. The mission of the agency is to provide high-quality care and services to veterans. The goal of this contract is to correct electrical deficiencies identified in the facility, ensuring safety and compliance with electrical standards as outlined in the Wiley-Wilson arc-flash report.

Work Details
The contractor will perform various electrical tasks including:

1. Replacing, modifying, or upgrading existing electrical power distribution equipment across all buildings within scope to address deficiencies per the Wiley-Wilson arc-flash report. A facility-wide arc-flash hazard risk assessment will be conducted upon completion, including a report and labeling as per specification 26 05 73.

2. In Buildings 100, 101, and 103, all MV 'Old Switchgear' and unit substation circuit breakers will be replaced.

3. In Building 100, facility-wide ground resistance testing will be performed according to VHA directive 1028-8.j(6)(e).

4. Upgrades to LS & Critical automatic transfer switches power meters and communication modules will be made in Buildings 100, 101, and 103 (total of 7 units).

5. Power distribution equipment for delayed equipment automatic transfer switches will be provided in Building 100; this includes MV interrupter switches, MV dry-type transformers, and distribution switchboards.

6. The MV ring loop feeder from MV Old Switchgear to unit substation USNW will be replaced in Building 100.

7. The emergency generator control panel electronics within the generator master control panel will be replaced in Building 100, along with providing a redundant PLC CPU within the OHSU control panel and necessary programming.

8. Spare circuit breakers for MV and unit substation switchgear will be provided for Buildings 100, 101, and 103.

9. The main electrical distribution equipment in Building 16 will also be replaced.
