The Department of Veterans Affairs is seeking prime contractor construction services to furnish all labor, materials, tools, equipment, and supervision for project no. 613-19-100 Renovate 3A and 3B at the VA Medical Center, Martinsburg, WV 25405 in accordance with the drawings and specifications. This procurement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Work includes, but is not limited to, general construction, alterations, necessary removal of existing structures and construction, millwork, permanently mounted equipment, interior finishes and certain other items. Estimated construction cost range is between $10,000,000.00 and $20,000,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $39.5 million. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov and https://www.sam.gov and https://www.dol.gov/vets/vets4212.htm to be eligible for award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov are eligible to submit bids/offers. SDVOSB firms that submit bids/offers for SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. There will be one pre-bid site visit which will be held on or about June 9, 2021 @ 11:00 am local time at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405, Building 308B Conference Room. All interested parties are encouraged to attend the site visit. Interested parties must obtain a visitor pass from Building 500 main lobby reception area. All questions pertaining to this solicitation shall be submitted in writing to the contracting officer (email address: laura.tawzer@va.gov). The deadline for questions pertaining to the solicitation will be on or about June 17, 2021 @ 1:00 pm local time. No telephone inquiries will be answered. Prospective contractors are responsible for downloading plans, specifications, and any issued amendments from https://www.beta.SAM.gov . Solicitation documents will be available on or about June 3, 2021. A public bid opening will be made at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. Bid opening date is August 31, 2021 @ 1:00 pm local time. This procurement is subject to availability of funds.

Background

This procurement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The estimated construction cost range is between $10,000,000.00 and $20,000,000.00.

Work Details
The work includes general construction, alterations, necessary removal of existing structures and construction, millwork, permanently mounted equipment, interior finishes and certain other items. The scope of work also involves the installation of piped medical vacuum systems and medical vacuum and waste anesthesia gas disposal systems (WAGD). It includes all necessary piping, fittings, valves, cabinets, station outlets and inlets, rough ins, ceiling services, gages, alarms including low voltage wiring, vacuum pumps, electric motors and starters, receivers, and all necessary parts, accessories, connections and equipment for a complete operational system. The contractor shall provide all elements and accessories required for a complete system according to the most recent edition of NFPA 99 Gas and Vacuum Systems.

Place of Performance
The construction projects will be performed at the VA Medical Center in Martinsburg, WV 25405.
