689-21-111 Upgrade Operating Room (OR) Utilities VA Connecticut Healthcare System (CHS) West Haven Campus Procurement Number: 36C24124B0027 This is a pre-solicitation notice synopsizing an upcoming unrestricted competitive solicitation satisfying the requirements of FAR 5.201 and FAR 5.203. An invitation for bids will be posted on or about January 10, 2024. As an unrestricted procurement, all business sizes and classifications that meet the requirements of the solicitation are invited to participate. The VA CHS West Haven Campus requires a contractor to provide professional services to carry out a multi-phased construction requirement to Upgrade OR Utilities in West Haven, CT. The requirements of upgrading the utilities system to comply with current VA, VHA, National Fire Protection Association (NFPA), Joint Commission (JC), National Electric Code (NEC), and other regulations and guidelines. The General Contractor is to complete the construction work laid out in the drawings and specifications provided by the Architect and Engineer firm hired by the VA to construct complete utility replacements and upgrades that meet current VA requirements for the existing OR suite with accommodations made for a future Hybrid OR. The OR Utility upgrade includes reconfiguring and modernizing approximately 6,000 square feet of existing Operating Room space including Pre-Op and Post Surgery and storage considerations for Sterile and Reusable Medical Equipment (RME). All accommodations for a future Hybrid OR will be incorporated into this project. The project includes upgraded utilities within the Surgical suite, Sterile, RME and medical supply storage locations, mechanical spaces, and other areas required to upgrade the utilities in the surgical suite. The timeframe of this project construction is of a critical nature and complex phasing shall be included to limit the shutdown of the surgical suite to less than 60 days. Phasing will be an integral part of this project. Performance and payment bonds in an amount of 100% of the contact award amount will be required in accordance with FAR 52.228-15. The NAICS Code is 236220 and the small business size standard is $45 million. The PSC is Z2DA. The magnitude of construction as supplemented in accordance with VAAR 836.204 is between $20,000,000 and $50,000,000. The solicitation is being issued as an Invitation for Bids (IFB) under FAR Part 14. A bid bond is required, and the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. This project is competed as unrestricted.
