Description

Request for information (RFI) 36C25525Q0040, Project 657A5-23-110, Renovate 3B for Patient Privacy and Intensive Care Unit at the Marion Illinois VAMC. This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is for information and planning purposes only and shall not be construed as a solicitation announcement nor a request for proposals or quotes and does not obligate the Department of Veterans Affairs (VA) to award a contract. Responses will not be considered as proposals nor will any award be made to any parties responding to the sources sought announcement. The purpose of this Sources Sought Announcement is to conduct market research to locate interested, experienced and potential qualified constructions firms capable of completing this project. Firm must identify their socio-economic status for NAICS Code 236220, Commercial and Institutional Building Construction. The appropriate North American Industry Classification System (NAICS) code for this acquisition is 236220 with the applicable business size of $45.0 million. The project cost range is between $1,000,000.00 and $5,000,000.00. The Government is not obligated, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the VA to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. If interested in this opportunity, please provide a Capability Statement via email. The Capability Statement is designed to inform the Department of Veteran Affairs of any prospective construction contractors' project execution capabilities. Please limit your Capability Statement to 10 pages which shall include the following information: 1) Offeror's name, address, point of contact, phone number, e-mail address, and DUNS number; 2) Offeror's interest in bidding on the solicitation when it is issued; 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 2, but no more than 3 examples; 4) Offeror's CVE certification if a Veteran owned business; 5) Please provide the Socio-economic status for NAICS code 236220, Commercial and Institutional Building Construction and provide percentage of self-performed labor your company can perform for this type of project; 6) Offeror's Joint Venture information if applicable - existing and potential; 7) Offeror's Bonding Capability in the form of a letter from Surety providing bonding level per contract and aggregate. 8) Letter from Insurance Company identifying Contractors Insurance Experience Modification Rate (EMR). Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror have completed their business Online Representations and Certifications Application in the System of Award Management (SAM). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered and verified with the Small Business Association VetCert located at https://veterans.certify.sba.gov. Submittal Information: Responses shall indicate the RFI # 36C25525Q0040, Project 657A5-23-110, Renovate 3B for Patient Privacy and Intensive Care Unit. Please be advised that all submissions become Government property and will not be returned. All responses are due by 4:00 PM Central Time, November 4, 2024 Responses will be submitted via E-mail to Jennifer.Hill@va.gov. No questions will be accepted for this RFI, no site visits are authorized, and there is no additional technical information available. GENERAL SCOPE: The overall intent of this project is to renovate the in patient care ward located in the B wing on the third floor of Building 1 at the Marion, IL VA Medical Center. Tasking includes the complete demolition of the current space and reconstruction of all systems, including: architectural, fire/life safety, mechanical, electrical, plumbing, telecommunications, and security. The 3B ward is approximately 7,000 square feet. Renovation will require a carefully coordinated phasing plan, infection control plan and implementation of temporary HVAC systems. The 3B ward is located directly adjacent to in patient care space that will remain operational during renovations. Work shall be coordinated to mitigate any potential negative impacts on patient care. This is a multi phased project requiring detailed coordination with the assigned Contracting Officer s Representative (COR) and VA staff to effectively retain functional and uncompromised patient care services. Coordination will also be necessary to effectively complete all tasking within the project duration indicated. The contractor shall provide all labor, materials, equipment, and expertise necessary to meet the requirements described in the construction documents. All work will be performed in accordance with the SOW, all local, state, and federal codes, the approved construction documentation, manufacturer specifications and all VA requirements. Performance Period: The contractor shall complete the work required in this Statement of Work (SOW) within five hundred and fifty (550) calendar days from Notice to Proceed (NTP), unless otherwise directed by the Contracting Officer. If the contractor proposes an earlier completion date, and the Government accepts the contractor s proposal, the contractor s proposed completion date shall prevail. Work is to be performed during normal working hours (7:00 am to 4:30 pm, Monday Friday) unless otherwise stated or required. Work at the government site shall not take place on Federal holidays unless directed by the Contracting Officer. General Contractor s employees shall not enter the project site without an appropriate badge. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
Background
