Background
The contract is issued by the Department of Veterans Affairs for the John J. Pershing VA Medical Center, located at 1500 North Westwood Blvd, Poplar Bluff, MO 63901. The mission of the VA Medical Center is to provide high-quality healthcare services to veterans. The goal of this contract is to remove and replace the end-of-life heating, ventilation, and air conditioning (HVAC) infrastructure in Building 1, ensuring that the facility can continue to operate efficiently and safely for its patients and staff.

Work Details
The scope of work includes:
1. General construction tasks such as alterations, grading, drainage, site utilities, and removal of existing structures.
2. Removal and replacement of the Laboratory Service HVAC System and AC 9 (Ground Floor, Dental, Admin Suite, Laundry).
3. Construction of a Temporary Modular Building Complex (MBC) to facilitate ongoing operations during renovations.
4. The project will be executed in five phases:
- Phase 0: Design and construction of MBC.
- Phase 1: Relocation of laboratory operations; asbestos remediation; renovation of lab areas; installation of new HVAC systems.
- Phase 2: Replacement of AHU-AC9 and associated ductwork; renovation of Ground Floor west areas.
- Phase 3: Further renovations on First Floor west areas; connection to replaced AHU-AC9.
- Phase 4: Replacement and connection to new AHU-Dental; final renovations on First Floor west areas.
5. The contractor must ensure minimal disruption to hospital operations during construction.

Period of Performance
The contract period is expected to be 900 calendar days from the Notice to Proceed (NTP), or 540 calendar days if Deductive Alternate No. 1 is accepted.
