Background
The Department of Veterans Affairs (VA) is issuing this solicitation for a firm-fixed price Design Build construction project aimed at remediating the old parking garage at the VA Sierra Nevada Health Care System located in Reno, Nevada.

The goal of this contract is to ensure the structural integrity and functionality of the parking facility, which is essential for supporting the operations of the healthcare system.

Work Details
The contractor will be responsible for a comprehensive scope of work that includes:
1) Investigating and reporting on the condition of concrete, reinforcing steel, metal decking, and stair assemblies;
2) Removing and repairing corroded steel beams, columns, metal decking, and spalled concrete;
3) Restoring failed traffic bearing waterproofing systems;
4) Restriping the second floor parking area;
5) Developing and submitting construction documents including plans and specifications signed by a Professional Engineer;
6) Implementing a traffic control plan to maintain safe access during construction;
7) Ensuring quality assurance through inspections and compliance with applicable standards.

The estimated construction contract price is approximately $1,300,000.

Period of Performance
The period of performance for this contract is set at 210 calendar days from the issuance of the Notice to Proceed (NTP).

Place of Performance
The work will be performed at the VA Sierra Nevada Health Care System located at 975 Kirman Ave., Reno, Nevada 89502.

Bidder Requirements
Bidders must be verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) in accordance with SBA regulations. They are required to submit performance and payment bonds within 10 calendar days after award. Additionally, bidders must have relevant experience with similar projects and provide documentation including resumes for key personnel with a minimum of five years’ experience.
