Background
The Department of Veterans Affairs, Network Contracting Office 6, is issuing this Invitation for Bid (IFB) for the removal, replacement, and installation of a new Public Address (PA) System at the Hampton VA Medical System located in Hampton, Virginia.

The goal of this contract is to enhance communication capabilities within the medical facility, ensuring effective public address functionalities across approximately 53 buildings. This project is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring them to perform a minimum of 25% of the work with their own labor force.

Work Details
The contractor will be responsible for all tasks associated with the public address system as outlined in the Statement of Work (SOW), which includes:
1. Removal and disposal of existing PA system components.
2. Installation of new equipment including OSP fiber optic cable, conduits, boosters, Managed Ethernet Switches, VoIP Encoder/Decoders, dual input modules, TCP/IP to RS-232 interfaces, BC-1R battery cabinets, fiber breakout boxes, LC connectors, and patch cords.
3. General construction and alterations related to electrical work and cabling as specified in the construction documents.
4. Management of construction period services including permitting, demolition, scheduling, inspection, testing, and project closeout.
5. Development and maintenance of a project schedule that includes quality control measures and deliverables as required by the contract.

Period of Performance
The contract performance period will commence upon issuance of a Notice to Proceed (NTP) and is expected to be completed within 240 calendar days.

Place of Performance
All work will be conducted at the Hampton VA Medical Center located at 23667 Hampton VA.
